City of Sycamore City Council met March 7.

Here are the minutes provided by the council:

ROLL CALL 

Mayor Braser called the meeting to order at 7:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were: Pete Paulsen, Virginia Sherrod, David Stouffer, Chuck Stowe, Alan Bauer, Nancy Copple, and Jeff Fischer. Alderman Josh Huseman was absent. City Attorney Keith Foster was also present.

PLEDGE OF ALLEGIANCE Led by Mayor Steve Braser

APPROVAL OF AGENDA 

MOTION 

Alderperson Stouffer motioned to approve the agenda and Alderperson Fischer seconded the motion. 

VOICE VOTE 

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0. 

AUDIENCE TO VISITORS 

CONSENT AGENDA 

A. Approval of the Minutes for the Regular City Council Meeting of February 21, 2022.

B. Payment of the Bills for March 7, 2022 in the amount of $296,754.65.

MOTION 

Alderperson Bauer motioned to approve the Consent Agenda and Alderperson Stowe seconded the motion. 

ROLL CALL VOTE 

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Paulsen, Sherrod, Stouffer, Stowe, Bauer, Copple, and Fischer voted aye. Motion carried 7-0.

PRESENTATION OF PETITIONS, COMMUNICATIONS, AND BILLS 

A. Presentation by Courtney Strohacker of the DeKalb County Convention and Visitors Bureau.

Courtney Strohacker introduced Board President Alex Nerad, Marketing Coordinator Katherine McLaughlin, and Special Projects Manager Brad Hoey. They each covered highlights and statistics as found in the agenda.

B. Presentation by the Sycamore Police Department of the 2021 Annual Report.

Chief Jim Winters gave credit to Deputy Chief Steve Cook who has been preparing this report for seven years and really takes pride in it. The report provides insight into the diverse nature of a police officer’s job and said it’s really the relationships that help them function as a police department. He, most importantly, thanked the officers who are out there every day trying to make a difference in the community. He did point out page 28; Investigations Noteworthy Cases and acknowledged that the patrol officers are the first responders and then hand it off to detectives.

Deputy Chief Steve Cook said that the number of partnerships are the one thing he hoped everyone gets out of the report.

CONSIDERATIONS 

A. Consideration of an Administrative Recommendation to Award a Contract in the Amount of $107,709.00 to Visu Sewer, Inc. of Bridgeview, Illinois for the Sanitary Sewer Lining Project.

Public Works Director Matt Anderson said that this is in preparation of the watermain improvements on Exchange, State, and Sabin Streets.

MOTION 

Alderperson Paulsen motioned to approve the Consideration and Alderperson Fischer seconded the motion. 

ROLL CALL VOTE 

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Paulsen, Sherrod, Stouffer, Stowe, Bauer, Copple, and Fischer voted aye. Motion carried 7-0.

B. Consideration of an Administration Request for Closed Session in Accordance with 5 ILCS 120/2(c)(1) to Discuss the Appointment, Employment, Compensation, Discipline, Performance, or Dismissal of Specific Employees.

MOTION 

Alderperson Stouffer motioned to enter into Closed Session at 7:34 p.m. and Alderperson Sherrod seconded the motion. 

VOICE VOTE 

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

MOTION 

Alderperson Fischer motioned to return to Open Session at 8:07 p.m. and Alderperson Paulsen seconded the motion. 

VOICE VOTE 

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0. 

OTHER NEW BUSINESS 

APPOINTMENTS 

Mayor Braser appointed Nancy Copple as the Library Board representative to the Planning & Zoning Commission to replace Sarah Gallagher-Chami who resigned.

MOTION 

Alderperson Stowe motioned to approve the motion and Alderperson Paulsen seconded the motion. 

VOICE VOTE 

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

ADJOURNMENT 

MOTION 

Alderperson Stowe motioned to adjourn the meeting at 8:09 p.m. and Alderperson Paulsen seconded the motion. 

VOICE VOTE 

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.
