Village of Hinckley Committee of the Whole met July 24.

Here are the minutes provided by the committee:

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Quirk at 7:29 PM. Roll call was taken showing the following:

Present: Trustees Sarah Quirk, Jennifer Klambauer, Alyssa Prickett, Russell Kula, Steve Gayhart, and Mike Constant. Quorum Established.

Absent: None.

Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval of Committee of the Whole meeting minutes from 07/10/23

Trustee Klambauer moved to approve the minutes from July 10, 2023, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Klambauer-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, and Constant Aye. Motion carried.

ATTORNEY’S REPORT

No Report.

CLERK’S REPORT

Village Clerk Losiniecki stated she received a call back from MSI and they have accepted us as a Showcase Customer. They will be starting our upgrade on September 7th. This is a great savings for us, and our total fee will be at or below what was approved. Trustee Quirk thanked Village Clerk Losiniecki for all her hard work on this project.

Buildings, Grounds & Parks

*Discussion and Recommendation: Christmas Decorations Contract

Trustee Klambauer received the contract and cost for our three-year contract for 2023, 2024, and 2025. Cost per year would be $2605.00 per year. Previous three-year contract cost per year was $2480.00. Trustee Prickett asked why were using a company out of Indiana and was it put out to bid previously. Village Clerk Losiniecki stated that this company has been doing it since before she started. She stated Ceneca Wagner would know more details, but a major thing is our light poles have been an issue with the lighted decorations previously and this company has lights that will work with our poles. This company does most of the streetlights from here to Iowa down Route 30. Trustee Constant stated we should put this on the next Regular Board Meeting on August 14th.

Trustee Klambauer was interested in starting up the Parks and Recreation Board again. Village Clerk Losiniecki stated that she thought an Ordinance was done that disbanded the Parks and Recreation Board. She would have to look to confirm that information. Trustee Constant stated he thought it would be very difficult to come up with board members. Village Clerk Losiniecki told her she could still hire a Parks Director to help her with the programs. She stated she still has two people that were interested in the position. Trustee Klambauer and Trustee Quirk stated that they are going to start working on this hiring process.

Water & Sewer

Trustee Constant stated he took a “tour” of the new fence and gates around the Village and they were all locked. Trustee Gayhart stated that Ceneca was waiting on locks that were all keyed the same which are installed now.

Finance & Economic Development Report

No Report.

OPEN DISCUSSION

Trustee Klambauer wanted to know what was going on with the Family Dollar Semi that is sitting in the lot on Route 30 along with 3 other vehicles. Chief Gettemy stated that this is private property and there is nothing we can do about it. He stated that the Police Department receives a lot of calls from people that are coming through down to see if they can park there. We always tell them to contact Phil Nelson for permission.

ADJOURMENT

Trustee Klambauer moved to adjourn the meeting at 7:54 PM and Trustee Kula seconded the motion. Voice vote: all in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for August 14, 2023, immediately following the Regular Board Meeting.
