Belvidere Community Unit School District 100 Board of Education met Feb. 23.

Here are the minutes provided by the board:

The Board of Education of Community Unit School District #100, Boone, McHenry, DeKalb Counties, Illinois met in a special meeting February 23, 2026 at 4:30 P.M. at the Districts Central Office, located at 1201 Fifth Avenue, Belvidere, Illinois, which is within the boundaries of said District.

A. Opening Items

Call to Order:

The President called the meeting to order at 4:33 P.M.

Roll Call:

Members present were Mr. Diestelmeier, Mr. Herrera, Mr. Hoemke, Mrs. Houk, Mr. Mueller, Mr. Pigee, and Mrs. Yunk.

As a reminder, President Herrera announced all Board Members are expected to follow the approved Meeting Norms and Board Protocols.

B. Hearing of Visitors

Members of the public and employees of District #100 were able to make comments or ask questions of the Board.

Hearing no one wished to address the Board, President Herrera closed the hearing of visitors.

C. District Scorecards

Dr. Carson presented an illustration of the alignment between the District’s Strategic Plan, department and individual school targets, and administrator evaluations. In addition, he reviewed the annual cycle for setting goals, monitoring progress, and adjusting strategies to ensure district-wide accountability. Board members had the opportunity to ask questions and engage in discussion.

Since approving the Strategic Plan in Spring 2023, the administration has utilized a scorecard process to monitor progress. Each year:

• Scorecard Development: Administrative teams identify priority targets, strategies, and success measures.

• Board Approval: The District Scorecard is presented in September, followed by individual School Scorecards in October.

• Professional Accountability: Administrator evaluations are directly tied to these scorecards. Performance ratings are determined by a combination of scorecard goal achievement and established leadership performance indicators.

D. Adjournment

Having no further business to conduct, Member Hoemke made a motion and Member Pigee seconded the motion to adjourn. The President called the question, and the motion passed on a voice vote.

The meeting adjourned at 5:27 P.M.
