City of Dekalb Citizen Police Review Board met Feb. 12.

The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on February 12, 2026, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.

A. CALL TO ORDER AND ROLL CALL

Chair Maurice called the meeting to order at 6:01 p.m.

Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Maurice McDavid, Kelvy Brown, and Dori DeLaCruz.

B. APPROVAL OF THE AGENDA

MOTION: Mr. Brown moved to approve the agenda; seconded by Ms. DeLaCruz. VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.

C. APPROVAL OF THE MINUTES

1. January 8, 2026

MOTION: Ms. DeLaCruz moved to approve the minutes; seconded by Mr. Brown. VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.

D. PUBLIC PARTICIPATION

None.

E. CHAIRMAN UPDATE

Mr. McDavid said he wanted to wait for the full board to be together to go over the training and hoped that the March meeting would have more members in attendance. He also wanted to let the board know that he is up to date on sending email updates to the cases that have been heard.

F. APPROVAL AND NON-RELEASE OF EXECUTIVE SESSION MINUTES

MOTION: Ms. De La Cruz moved to not release the minutes; seconded by Mr. Brown. G. TRAINING

Mr. McDavid asked if there was anything specific that the board wanted to go over from the NACOLE site. Ms. DeLaCruz asked what the policy is for traffic stops for how many officers respond. Ms. Neblock explained it depends on the nature of the stop. Ms. DeLaCruz explained she had been pulled over for a cell phone ticket, and only one officer was on the stop. Ms. Neblock explained that it was part of a recent IDOT campaign and due to the nature of those citations, one officer usually works alone, with others backing up if the call volume allows. Ms. DeLaCruz said she was thankful for the wakeup call because she should not have been on her phone. Mr. Brown asked if anyone had contact with anyone on the review board in Rockford and thought that it might be a good idea to reach out. Ms. Neblock pointed out that Aurora also has a board. A brief discussion ensued regarding other review boards and issues with officers in other areas. Ms. DeLaCruz said that, with the things happening in the world, it makes her more appreciative that we have great officers here in DeKalb. Mr. Brown asked if Ms. Neblock could resend the information to him for his initial appointment to the board.

H. DATE OF NEXT MEETING

Mr. McDavid pointed out that tonight is the second of the 6 required meetings for the year. Mr. McDavid stated that the scheduled date of the next meeting is March 12th.

MOTION: Mr. Brown moved to adjourn the meeting; seconded by Ms. DeLaCruz. VOTE: Motion carried by a 3-0 voice vote of the CPRB members present.

Board Chair Maurice McDavid adjourned the meeting at 6:24 p.m.
