VI. CONSENT AGENDA

A. MOTION TO APPROVE THE CONSENT AGENDA THAT INCLUDES THE FOLLOWING ITEMS:

1. THE MINUTES FROM THE FEBRUARY 18, 2026 CITY COUNCIL MEETING

2. THE ACCOUNTS PAYABLES DATED FEBRUARY 28, 2026

3. A STIPULATED AGREEMENT 2391 WITH THE STATE OF ILLINOIS COMMERCE COMMISSION, THE DAKOTA, MINNESOTA, AND EASTERN RAILROAD, THE CITY OF GENOA, AND THE STATE OF ILLINOIS DEPARTMENT OF TRANSPORTATION AND FOR SAFETY IMPROVEMENTS TO THE CANADIAN PACIFIC RAIL LINE AT THE MAIN STREET RAILROAD CROSSINGS

In order to complete work at the West Main Street rail crossing, the City is required to enter into an agreement with the State and railroad. The ICC has explained that the improvements are related to the upgrade of automatic flashing light signals and adding pedestrian gates. This project is at no cost to the City.

4. A RESOLUTION PROVIDING FOR THE RETIREMENT OF CERTAIN MUNICIPAL INDEBTEDNESS BY THE USE OF MOTOR FUEL TAX FUNDS

This resolution is stating that the City had principal and interest payments due in 2024 and that the City did not use Motor Fuel Tax funds to make to make these payments.

VII. NEW BUSINESS

A. AUTHORIZE THE DIRECTOR OF PUBLIC WORKS TO PURCHASE CHEMICAL METERING AND STORAGE EQUIPMENT FROM PETERSON AND MATZ, INC., NOT TO EXCEED $28,200

This equipment is for the dichlorination project at the Wastewater Treatment Plant. Additional information regarding the project and equipment is included in the packet.

B. AUTHORIZE THE CHIEF OF POLICE TO PURCHASE AND EXECUTE A LICENSE AGREEMENT WITH VERITONE, INC.

This request is to purchase an annual subscription for redaction software from Veritone, Inc. This software is cloud and AI based, which has shown to receive consistent updates. This software will allow for faster function of redaction of the body camera and squad videos for FOIA (Freedom of Information Act) requests. Currently, without software, the Police Department spends approximately

5 times the length of the video redacting a video segment. The software will utilize AI to watch the video and conduct the redactions as opposed to Police Department Staff doing it manually, which often takes watching the video several times and again, a significant amount of time. The cost for the software is $2,500 and was budgeted in Fiscal Year 2026. The Department expects this reduces the time to complete these types of FOIA requests by 140 hour (a cost of $7,000) and allows Staff to work on more critical tasks.
