City of Sandwich City Council met Feb. 16.

1. Call to Order: Mayor Latham called the meeting to order at 8:09 PM followed by the Pledge of Allegiance
2. Roll Call:
Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson
Also present: City Attorney Jablecki, City Administrator Penman, Chief Senne & SEMA Director Eberle &
Absent: Alderman Danko & EEI Engineer Dettmann

4. Consent Agenda:
Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).
A. Approval of Minutes from the Committee-of-the-Whole Meeting of February 2, 2026
B. Approval of Minutes for the Regular City Council Meeting of February 2, 2026
C. Approval of Monthly Financial Reports for January
Alderman Chunn made a motion approving the Consent Agenda, as presented. Motion seconded by Alderwoman Inman. Motion carried unanimously on voice vote.

8. Treasurer: Vacancy
9. City Administrator: No report
10. City Department Reports: Chief Senne highlighted the community dashboard and police department page for public information. He also thanked officers for their daily professionalism.
11. Unfinished Business: None
12. New Business:
A. Monthly Invoices: Total amount for approval is $149,995.53 as recommended by the Finance Department.
Motion made by Alderwoman Erickson, and seconded by Alderwoman Inman, approving payment of monthly bills as recommended by the Finance Department. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay: 0 Motion carried unanimously
13. Reports of Aldermen: Alderman Kreinbrink provided an update regarding ongoing budget committee meetings. The next budget meeting will be held on Wednesday, February 25th at 3:30 PM. Mayor Latham reminded everyone that union negotiations will soon be starting, and he will need a number regarding increases.
14. Executive Session:
A. Executive Session pursuant to 5 ILCS 120/2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity” – Possible action to follow
B. Executive Session pursuant to 5 ILCS 120/2(c)(21) “Discussion of minutes of meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.6” – Possible action to follow
Motion made by Alderman Erickson to enter into closed meeting at 8:18 PM. Motion was seconded by Alderman Ketchum. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay: 0 Motion carried 7:0
Alderman Erickson moved to return to open meeting at 8:51 PM. Alderman Ketchum seconded. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson Motion carried unanimously.
Alderman Arnett stated executive sessions minutes had been reviewed, and moved to not release to the public. Seconded by Alderwoman Erickson. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried
Alderman Robinson moved to authorize the mayor to engage a firm to search for a City Administrator with a salary range of $110,000 to $160,000. Motion was seconded by Alderwoman Erickson. Aye: Aldermen Arnett, Chunn, Erickson, Inman, Ketchum, Kreinbrink & Robinson Motion carries unanimously
15. Announcements:
A. Finance Committee Meeting will be held on Monday, March 2, 2026 at 6:30 PM.
B. The next Committee-of-the-Whole Council Meeting will be held on March 2, at 7:00 PM followed immediately by the Regular Council Meeting.
C. A strategic planning meeting will be moved to Saturday, March 21st, 8 AM – 1 PM, with the mayor participating remotely.
16. Adjournment: Motion made by Alderman Robinson to adjourn at 8:57 PM. Motion was seconded by Alderman Chunn. Motion passed unanimously via voice vote.
