City of Sandwich City Council met March 2.

Here are the minutes provided by the council:

1. Call to Order: Mayor Latham called the meeting to order at 8:07 PM followed by the Pledge of Allegiance led by Alderwoman Inman

2. Roll Call:

Present: Mayor Latham, City Clerk Ii, Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson

Also present: City Attorney Forte, City Administrator Penman, Chief Senne, SEMA Director Eberle & EEI Engineer Dettmann

Quorum established

3. Audience Comments: None

4. Consent Agenda:

Motion to adopt the Consent Agenda as a whole. (All matters listed are considered to be routine by the City Council and will be enacted by one motion. If discussion is desired, that item will be removed from the Consent Agenda and considered separately).

A. Approval of Minutes from the Committee-of-the-Whole Meeting of February 16, 2026

B. Approval of Minutes for the Regular City Council Meeting of February 16, 2026

Alderwoman Inman made a motion approving the Consent Agenda, as presented. Motion seconded by Alderwoman Erickson. Motion carried unanimously on voice vote.

5. Mayor’s Report: Mayor Latham reported on the DeKalb County Planning Commission, including discussion on transportation, bike paths, and community growth.

6. Attorney’s Report: Attorney Forte detailed the transition from the former council and upcoming litigation.

7. City Clerk Ii reminded everyone to submit economic interest statements by May 1st, and that penalties would be imposed for violation.

8. Treasurer: Vacancy

9. City Administrator: City Administrator said the position of Property Maintenance Inspector position is being advertised, and will be advertised for another week or so. Additionally, he added that a news update was received from IML regarding reductions in local government, distributed fund taxes, and other things that might interest council via IML Statehouse Briefing.

10. City Department Reports: None

11. Unfinished Business: Ordinance 2026-05 entitled “An Ordinance Amending Various Sections of the Sandwich City Code Related to a Variety of Fee Structures and Related Permits and Licenses Granted Under the Provisions of the Sandwich City Code. 1st reading was conducted in the Committee-of-the-Whole meeting previously, and council will vote on the ordinance at the March 16th meeting.

12. New Business:

A. Ordinance 2026-04 entitled “An Ordinance Correcting a Scrivener’s Error Regarding the Subject Property Address for Zoning Map Amendment in Ordinance 2026-01 entitled “An Ordinance Approving a Zoning Map Amendment for the Property Located at 2300 E. Church Street (8.82 Acre) from B-3 to R-5 for a 55+ Residential Development” presented for passage with possible waive of 1st reading.

Alderman Kreinbrink moved to waive 1st reading of Ordinance 2026-04 as presented; Alderman Arnett seconded. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried unanimously

Motion made by Alderman Kreinbrink to pass Ordinance 2026-04 correcting a scrivener’s error in Ordinance 2026-01. Motion was seconded by Alderman Danko. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried 8:0

B. City Administrator Position Update: Mayor requested feedback and questionsto be submitted by Friday as discussed previously during the Committee-of-the-Whole meeting. Council will review and reach a consensus moving the hiring process forward.

C. Kendall County Zoning Petition: At the recommendation of the City Attorney, motion is requested authorizing the mayor to sign the Kendall County zoning petitions 26-06 and 26-07 in regards to commercial solar facilities near Griswold Springs Road.

So moved by Alderman Kreinbrink, and motion seconded by Alderman Chunn. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried unanimously

D. Police Department Generator Proposal: Motion requested to reject all proposals for the police department generator project and re-advertise the project as a competitive sealed-bid solicitation.

So moved by Alderwoman Erickson, and seconded by Alderwoman Inman. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink, & Robinson Nay:0 Motion carried unanimously

E. Award Cleaning Services Contract: Motion to award the Pollice Department cleaning services contract to Illinois Military Maintenance with a base of $8,580 annually. Vendor will be notified to begin services per the contract.

Alderwoman Inman moved awarding the cleaning services contract to Illinois Military Maintenance to begin immediately. Motion was second by Alderwoman Erickson. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay:0 Motion carried 8:0

F. Monthly Invoices: Total amount for approval is $74,260.50 as recommended by the Finance Committee.

Motion made by Alderwoman Erickson, and seconded by Alderwoman Inman, approving payment of monthly bills as recommended by the Finance Department. Aye: Aldermen Arnett, Chunn, Danko, Erickson, Inman, Ketchum, Kreinbrink & Robinson Nay: 0 Motion carried unanimously

15. Announcements:

A. Finance Committee Meeting will be held on Monday, March 16, 2026 at 6:30 PM.

B. The next Committee-of-the-Whole Council Meeting will be held on March 16, at 7:00 PM followed immediately by the Regular Council Meeting.

C. Budget Committee will meet on Thursday, March 5th, 2026, at 4:30 PM

D. Plan Commission meeting is rescheduled for March 24th, 2026 at 6:30 PM

16. Adjournment: Motion made by Alderman Robinson to adjourn at 8:19 PM. Motion was seconded by Alderman Ketchum. Motion passed unanimously via voice vote.
