DeKalb County Executive Committee met Dec. 10.

Here are the minutes provided by the committee:

The Executive Committee of the DeKalb County Board met in Sycamore, Illinois on Wednesday, December 10, 2025. Those present were Committee Members Tim Bagby, Scott Campbell, Rukisha Crawford, Patrick Deutsch, Kathy Lampkins, Michelle Pickett, Roy Plote, County Board Chair John Frieders, and Vice-Chair Ellingsworth Webb. A quorum was established with nine members.

All Members present and zero members absent.

Approval of Agenda

Deutsch moved to approve the agenda as presented. Plote seconded the motion and the motion was approved via voice vote, with all votes cast in the affirmative.

Derek Hiland asked for an omission to strike Resolution R2025-105 pertaining to DCRNC walk-in and to amend the agenda to now include;

Approval of Appointments (add on)

Regional Planning Commission:

a. Stacey Schnupp, Village of Lee (Primary) appointed to the unexpired one-year term beginning May 31, 2025 and expiring June 30, 2026.

b. Dawn Kimpflin, Village of Lee (Alternate) to the unexpired one-year term beginning May31, 2025 and expiring June 30, 2026.

Victor-Adam Drainage District:

a. Leeson Gord re-appointed for a three-year term beginning on September 1, 2028.

Emergency Telephone Systems Board (E911):

a. Colleen McAllister re-appointed for a four-year term beginning January 1, 2026 and expiring December 31, 2030.

b. Jenny Willis re-appointed for a four-year term beginning January 1, 2026 and expiring December 31, 2030.

c. Joe Rood re-appointed for a four-year term beginning January 1, 2026 and expiring December 31, 2030.

Webb moved to approve the amended agenda as presented. Crawford seconded the motion and the motion was approved via voice vote, with all votes in the affirmative.

Approval of Minutes

Lampkins moved to approve the November 12, 2025 minutes as they are. Crawford seconded the motion and the motion was approved via voice vote, with all votes in the affirmative.

Public Comments

There were no comments from the public.

Resolutions

a. Resolution R2025-095: A Resolution Authorizing the Extension of a Special Use Permit Granted to Shenandoah Solar, LLC for Project SQ-24-02 in Squaw Grove Township.

Lampkins Questioned why an extension was needed. Hiland and a member of the Solar team gave an explanation of what the reasoning was behind the failed timeline as well as a letter from ComEd explaining their part of why an extension was needed. Zoning Committee and Solar Company believe this extension will be sufficient to get project finished by proposed extension.

Passed by voice vote.

b. Resolution R2025-105: A Resolution authorizing the DCRNC Administrator to sign the proposal with DeKalb Mechanical to install a new walk-in refrigerator/freezer for the amount of $164,745.

Spoke about in Committee of a Whole, moving past this at the moment. Moved to strike.

c. Resolution R2025-108: A Resolution to Amend the 2025 DeKalb County Holiday Schedule.

Hiland explained in detail Judge Waller’s ruling on closures for county and the inconsistency it brought within different departments. There was discussion for what hopes to become best practice moving forward so all county building align with the holiday schedule moving forward.

Crawford moved to approve this resolution with Lampkins seconding the motion. Resolution passed via voice vote, with all votes in the affirmative.

d. Resolution R2025-109: A Resolution to Establish the 2026 DeKalb County Holiday Schedule and Meeting Schedule.

Lampkins moved to approve this resolution with Crawford seconding the motion. Resolution passed via voice vote, with all votes in the affirmative.

There were no considerations from the board.

Approval of Appointments

Board of Health:

a. Andrea Hein appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2028.

b. Dr. Karen Federici re-appointed three-year term beginning January 1, 2026 and expiring December 31, 2028.

c. Jennifer Freiburg appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2028.

d. Michelle Pickett re-appointed one-year term beginning January 1, 2026 and expiring December 31, 2026.

Community Mental Health Board 708:

a. Robert Cook re-appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2029.

b. Kimberly Volk re-appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2029.

c. Marilyn Stromborg re-appointed for a three-year term beginning January 1, 2026 and expiring December 31, 2029.

Emergency Telephone Systems Board (E911):

Van Bomar re-appointed four-year term beginning January 1, 2026 and expiring and expiring December 31, 2030.

Board of Review:

Richard Schmack re-appointed one-year term beginning June 1, 2025 and expiring May 31, 2026.

Approval of County Board Agenda

Pickett moved to approve agenda. It was seconded by Crawford. Motion was approved via voice vote, with all votes in the affirmative.

Old Business

No Old Business items at this time.

New Business

Plote brought it to the board and asked what can be done about the misinformation about Data Center and Afton Forest Preserve. Hiland explained with new Community Engagement Manager hired our presence on social media will be more prevalent.

Bagby wanted to thank Nathan Schwartz for presenting at the Kiwanis.

Adjournment

Crawford moved to adjourn at 8:21PM and seconded by Lampkins. Motion was approved via voice vote, with all votes in the affirmative.
