DeKalb County Facilities & Technology Committee met Dec. 2.

The Facilities & Technology Committee of the DeKalb County Board met on Tuesday, December 2, 2025, in the Administration Building’s Conference Room East in Sycamore, Illinois. Chair Michelle Pickett called the meeting to order at 6:33 p.m. The members present were Rukisha Crawford, Laurie Emmer, Tim Hughes, and Chair Pickett. A quorum was established with four members present and two members absent. Jim Luebke arrived at 6:40 p.m., and Kathy Lampkins was absent.

Others present included Interim County Administrator Derek Hiland, Information Management Director Sheila Santos, and County Board Vice Chair Ellingsworth Webb.

APPROVAL OF THE AGENDA

Laurie Emmer moved to approve the agenda, Tim Hughes seconded the motion, and the motion passed.

APPROVAL OF THE MINUTES

Laurie Emmer moved to approve the minutes of the June 3, 2025 and November 4, 2025 meetings. Rukisha Crawford seconded the motion, and the motion passed.

RESOLUTIONS

R2025-106 – A Resolution Updating the DeKalb County Government Email Usage Policy Sheila Santos provided an overview of the resolution, stating that the email usage policy was last amended in 2018. She outlined that the current update includes changes pertaining to the backup and storage of emails and she provided a summary of items added by the States Attorney.

Santos requested that committee members review Section 12, which references access to email message content. She added that the three primary and the one alternate county official referenced in this section may need to be changed to better fit the current county structure.

Following discussion of Section 12, Laurie Emmer moved to replace “Comptroller” with “Information Management Director”. Rukisha Crawford seconded the motion and the motion passed.

Rukisha Crawford motioned to replace the “Information Management Office Director” referenced as the alternate in Section 12 with “Human Resources Manager”. Laurie Emmer seconded the motion and the motion passed.

Laurie Emmer motioned to approve Resolution R2025-106 as amended and advance the resolution to the full county board. Rukisha Crawford seconded the motion and the motion passed.

R2025-107 – A Resolution Authorizing the Procurement of Cyber Liability Insurance from Counties of Illinois Risk Management Agency

Ellingsworth Webb provided an overview of the resolution, outlining that he represents DeKalb County on the Counties of Illinois Risk Management Agency (CIRMA) Board of Directors. He added that CIRMA serves as an insurance pool for participating Illinois counties and municipalities.

Webb reviewed that DeKalb County is currently using CrowdStrike for cyber threat detection and that cyber liability insurance is needed to provide more extensive protection against a cyber breach.

Webb outlined that he and Sheila Santos conducted a thorough review of costs and coverages and determined that the cyber liability insurance offered through CIRMA is the best option for the county.

Santos outlined the benefits of cyber liability coverage and the potential cost to recover from a cyber breach.

Chair Pickett confirmed that the annual cost for coverage is $22,262.00, as outlined in the Proposal of Insurance included in the meeting packet.

Rukisha Crawford motioned to approve Resolution R2025-107 and to advance the resolution to the full county board. Jim Luebke seconded the motion and the motion passed.

It was moved by Tim Hughes and seconded by Rukisha Crawford to adjourn the meeting. The motion was carried, and the meeting adjourned at 7:01 p.m.
