DeKalb County Finance & Administration Committee met Feb. 4.

The Finance & Administration Committee of the DeKalb County Board met on Wednesday, February 4, 2026, in the Administration Building’s Conference Room East in Sycamore, Illinois. Chair Scott Campbell called the meeting to order at 6:30 p.m. The members present were Suzanne Fahnestock, Rebecca Johnson, Roy Plote, Ellingsworth Webb, and Chair Scott Campbell. A quorum was established with 5 members present. Webb motioned to allow John Frieders to participate telephonically, seconded by Fahnestock. The motion was carried unanimously by voice vote

Interim County Administrator Derek Hiland and County Sheriff Andy Sullivan were also present.

APPROVAL OF AGENDA

Plote moved to approve the agenda as presented, Johnson seconded the motion, and it was approved unanimously by voice vote.

APPROVAL OF MINUTES

Approval of minutes was moved by Johnson, seconded by Fahnestock and carried unanimously by voice vote to approve the minutes of the January 7, 2026 meeting of the Finance & Administration Committee.

The public hearing was not held due to lack of clarity regarding the agenda item.

No ordinances were presented.

RESOLUTIONS

a. R2026-013- A Resolution Abating of Property Tax Levy for the 2025 Tax Year for Tort and Liability Revenues

Motion to forward to the board with the corrected amount by Plote, seconded by Fahnestock. Motion carried unanimously by voice vote.

b. R2026-012- A Resolution Approving the Payment of County Claims for January 2026, and Off Cycle Paid During the Previous Month, Including All Claims for Travel, Means, and Lodging, in the amount of $9,081,513.32

Resolution will be resent to the Executive Committee with the corrected amount. Motion tabled.

c. R2026-014- A Resolution Approving the Payment of County Claims for February 2026, and Off-Cycle Paid During the Previous Month, Including All Claims for Travel, Means, and Lodging, in the amount of $

Motion to forward to the board by Fahnestock, seconded by Plote. Motion carried unanimously by voice vote.

OLD BUSINESS

NEW BUSINESS

a) DeKalb County Sheriff’s Office – DCFS Funded Position Discussion in the approximated amount of $197,090.00 – See Attached Meeting Material Provided by DeKalb County Sheriff’s Office

A DCFS-funded partnership was discussed, providing one deputy investigator assigned to the DeKalb office to assist with child abuse investigations. The position is fully funded by DCFS, including salary, benefits, equipment, and a vehicle, at no cost to the county. The position would be newly created and subject to the union contract. Sheriff Sullivan will work with DCFS to complete the agreement once approval is granted. The item is expected to move to the Executive Committee so it can proceed as soon as possible. Consensus to support the item.

b) DeKalb County Sheriff’s Office- Discussion regarding renewal rates for dispatching services for Rural Partner Communities

The county currently provides dispatch services to 23 agencies and charges fees to cover costs. The last increase was 2% in 2020, and a 3% increase was recommended to keep up with rising wages and expenses. The committee reached consensus to support a 3% increase in the renewed agreements.

c) DeKalb County Sheriff’s Office- Discussion regarding new county-wide CAD Software and equipment

Sheriff Sullivan discussed the new records management and CAD system being purchased by the 911 Board for all police and fire departments. The system does not include a jail management component, which the Sheriff’s Office needs and would cost about $94,000. Caliber was selected, with the system expected to go live around January 1, replacing CentralSquare. Annual maintenance will increase about $17,500 and will be covered by the jail budget. The jail system cost will be budgeted next year, leaving time to explore grant options. Sheriff Sullivan also reported a $210,000 grant reimbursement for in-car cameras, which will return to the vehicle deployment fund. The current taser contract expires next April and the body camera contract expires the following year, with credits applied for unused time. The committee approved of bundling the taser and body camera contracts into a new five-year agreement with Axon.

d) DeKalb County Highway Department- Discussion regarding Administrative Clerk B reclassification to Administrative Clerk A

Derek Hiland discussed a proposed personnel change brought forward by Nathan Schwartz and previously reviewed by the Highway Committee. The request is to move an individual from a B to an A position based on duties outlined in a personnel change form. The increase of $4,000 is already included in the current budget. If approved, the committee agreed that the change could be brought forward as a formal resolution to the Executive Committee in accordance with the union contract. Consensus to support the item.

The meeting was moved to adjourn at 7:08 p.m. by Johnson, seconded by Fahnestock, and carried unanimously by voice vote.
