The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium on Wednesday, February 18, 2026, at 7:45 p.m. President Frieders called the meeting to order, and Secretary Sims called the roll. Those present were Commissioners Jim Luebke, Elizabeth Lundeen, Joe Marcinkowski, Michelle Pickett, Roy Plote, Chris Porterfield, Vice‐President Ellingsworth Webb, Tim Bagby, Scott Campbell, Kim Coovert, Mary Cozad, Rukisha Crawford, Patrick

Deutsch, Laurie Emmer, Benjamin Haier, Rhonda Henke, Laura Hoffman, Rebecca Johnson, Kathy Lampkins, and President John Frieders. Those Commissioners absent were Terri Mann‐Lamb, Meryl

Domina, Suzanne Fahnestock, and Tim Hughes. A quorum was established with twenty Commissioners present and four absent.

APPROVAL OF AGENDA

Motion

Coovert moved to approve the agenda and Crawford seconded the motion.

Voice Vote

The President then called for a voice vote to approve the agenda as presented. The motion carried.


APPROVAL OF MINUTES

Motion

Henke moved to approve the minutes of the January 21, 2026 meeting as presented. Pickett seconded the motion.

Voice Vote

The President asked for a voice vote on the approval of the minutes. The motion carried.

PUBLIC COMMENTS

There were no public comments.

Resolution FP‐R2026‐002: A Resolution Approving the Payment of Forest Preserve Claimsfor February

2026, and Off‐Cycle Claims Paid During the Previous Month, Including All Claims for Travel, Meals, and Lodging, in the amount of $143,109.94

Motion

Plote moved that the DeKalb County Forest Preserve District Commissioners approve the payment of Forest Preserve claims for February 2026, and off‐cycle claims paid during the previous month, including all claims for travel, meals, and lodging in the amount of $143,109.94.

Deutsch seconded the motion.

Roll Call Vote

Those voting aye were Commissioners Luebke, Lundeen, Marcinkowski, Pickett, Plote, Porterfield, Vice‐President Webb, Bagby, Campbell, Coovert, Cozad, Crawford, Deutsch, Emmer,

Haier, Henke, Hoffman, Johnson, Lampkins, and President Frieders. The motion carried 20‐0‐4.

Plote moved to accept and place on file the following Reports of District Officials:

Cash & Investments in Forest Preserve Bank Accounts – January 2026

Johnson seconded the motion.

Voice Vote

The motion carried by voice vote.

ADJOURNMENT Motion

Henke moved to adjourn at 7:51 p.m. and Crawford seconded the motion.

Voice Vote

The President called for a voice vote to adjourn the meeting until the March 18, 2026 Forest Preserve District Commissioners Meeting. The motion carried.
