DeKalb County Health & Human Services Committee met Dec. 8.

The Health & Human Services Committee of the DeKalb County Board met on Monday, December 8, 2025, in the Administration Building’s Conference Room East in Sycamore, Illinois. Chair Rukisha Crawford called the meeting to order at 6:32 p.m. The members present were Tim Bagby, Suzanne Fahnestock, Michelle Pickett, and Chair Rukisha Crawford. Kim Coovert, Meryl Domina, and Elizabeth Lundeen were absent. A quorum was established with four members present and three members absent.
Others present included Interim County Administrator, Derek Hiland and DeKalb County Rehab and Nursing Center Administrator, Bart Becker.
APPROVAL OF THE AGENDA
Tim Bagby moved to approve the agenda and Suzanne Fahnestock seconded the motion. The motion was approved.
APPROVAL OF THE MINUTES
Suzanne Fahnestock moved to approve the minutes of the November 4, 2025 meeting, Tim Bagby seconded the motion, and the motion carried.

RESOLUTIONS
R2025-105 Resolution authorizing the DCRNC Administrator to sign the proposal with DeKalb Mechanical to install a new walk-in Refrigerator/freezer for the amount of $164,745.
Michelle Pickett motioned to move Resolution R2025-105 to the full county board and to recommend its approval. Suzanne Fahnestock seconded the motion. After some discussion and consideration of the pruchase, Chair Crawford called for a roll-call vote.
Those members voting yes were Bagby, Fahnestock, Pickett, and Chair Crawford. The motion carried with all four members present voting yes.
OLD BUSINESS
None
NEW BUSINESS
DCRNC Administrator Bart Becker and DCRNC Oversight Board Member, Mary Hatch, presented changes to the drafted DCRNC FY2024 Annual Report. Ms. Hatch described additions and amendments to the document based upon previous committee feedback. Committee members concurred with the proposed changes. The intention of the Oversight Board is to have the document be a living document on the County’s website. Interim Administrator Hiland will verify what was done procedurally in the past to ensure the document gets posted for public viewing.
ADJOURNMENT
It was moved by Suzanne Fahnestock and seconded by Michelle Pickett to adjourn the meeting. The motion was carried, and the meeting adjourned at 6:53 p.m.
