DeKalb County Health & Human Services Committee met March 2.

The Health & Human Services Committee of the DeKalb County Board met on Monday, March 2, 2026, in the Administration Building’s Conference Room East in Sycamore, Illinois. Chair Rukisha Crawford called the meeting to order at 6:30 p.m. The members present were Tim Bagby, Kim Coovert, Meryl Domina, Suzanne Fahnestock, Elizabeth Lundeen, Michelle Pickett, and Chair Rukisha Crawford. A quorum was established with all seven members present.

DeKalb County Mental Health Board Director Deanna Cada and DeKalb County Board Vice-Chair Ellingsworth Webb were also present.

APPROVAL OF THE AGENDA

Tim Bagby moved to approve the agenda, and Michelle Pickett seconded the motion. The motion carried.

APPROVAL OF THE MINUTES

Suzanne Fahnestock moved to approve the January 5, 2026 minutes and the February 2, 2026 minutes. Meryl Domina seconded the motion. Following member comments regarding errorsstill contained in the January minutes, Chair Crawford stated that the concerns will be addressed. The motion carried.

PRESENTATIONS/DISCUSSIONS

Senior Tax Levy Presentation

Mental Health Board Director Deanna Cada outlined the information currently available to committee members for their review of the senior tax levy grant applications. She reviewed the schedule for the applicants’ April presentations and added that she is available to address any questions or concerns the committee may have.

Cada provided a list of potential additional questions for grant applicants to address during the agency presentations. The committee had previously discussed adding questions that would improve the overall quality of the evaluation process. Cada reviewed the list with the committee, and members determined which questions to incorporate into the presentation framework.

The committee agreed to a 6pm start time for the April meetings and to finalize agency grant allocation recommendations during the May meeting.
