DeKalb County Public Building Commission met Feb. 3.

A meeting of the Board of Commissioners of the DeKalb County Public Building Commission (hereinafter “Commission”) was held Tuesday, February 3, 2026 at 8:30 a.m. in the Administration Building’s Conference Room East in Sycamore, Illinois pursuant to written notice to each Commissioner as required by the By-Laws.
ROLL CALL
Chair Swanson called the meeting to order at 8:45 a.m. and requested the Secretary to call the roll. Those Commissioners present were Chuck Shepard and Ellingsworth Webb. A quorum was established with three Commissioners present, two absent.
Others present included: Interim County Administrator & Commission Treasurer Derek Hiland, Facilities Management Director Jim Scheffers, and Commission Secretary Lisa Reser.
APPROVAL OF AGENDA
It was moved by Shepard, seconded by Webb and the motion carried by voice vote with all votes cast in the affirmative.
APPROVAL OF MINUTES
Webb moved to approve the minutes for the Tuesday, January 6, 2026 meeting as presented. Shepard seconded the motion, and it was carried by voice vote with all votes cast in the affirmative.
PUBLIC COMMENTS
There were no comments from the public.
ACTION ITEMS
Consideration of 2nd Floor Administration Building Rehabilitation Project.
Mr. Scheffers discussed the floor of the Assessment Office in the Administration Building. Over the years, the floor has been squeaking and dipping in areas and getting worse. Facilities Management opened up a section of the floor that is not on concrete and found the plywood is separating. The subfloor would be removed and replaced by Gehrke Construction in the sum of $15,230.00. New carpet from Delano’s, including installation, would continue down the hall to match the Assessment Office at a cost of $12,153.00. Extra matching carpet for future installation in other offices on the 2nd floor would be purchased at a cost of $14,260.00.
It was moved by Shepard to approve the 2nd Floor Administration Building Rehabilitation Project. Webb seconded the motion and it was carried unanimously by roll call vote.
It was moved by Shepard to approve new carpet including installation on the 2nd Floor Administration Building. Webb seconded the motion and it was carried unanimously by roll call vote.
It was moved by Shepard to approve extra matching carpet for future installation in other offices on the 2nd Floor Administration Building. Webb seconded the motion and it was carried unanimously by roll call vote.
Approval of the 2026 Budget.
Mr. Hiland provided a follow up from last month’s meeting confirming the PBC approval process of the annual budget. The Commission will continue with reviewing and approving the PBC portion of the proposed budget.
It was moved by Webb to approve the 2026 Budget. Shepard seconded the motion and it was carried unanimously by roll call vote.
Approval of Monthly Claims in the amount of $85,833.95.
It was moved by Shepard to approve the Off-Cycle and Vendor Claims for January 2026. Webb seconded the motion and it was carried unanimously by roll call vote.
OLD BUSINESS
None
NEW BUSINESS
Mr. Scheffers explained the wall-mounted A/C and heating system needs to be replaced for the Sycamore radio tower behind the Public Safety Building. The project will be completed by PremiStar for a total cost of $12,987.00.
Mr. Scheffers reported a company, that the County has used before, went into the Health Department to complete an air quality test. The first phase of the project was testing areas and completing a report. The report came back confirming mold in three places. The second phase will be writing up the scope of work and bidding documents, and coming back with a recommendation. An engineer will oversee the project until completion. Afterwards, the company will re-test the areas making sure the levels are where they are supposed to be. The total cost will be approximately $30,000.00.

Shepard moved to adjourn the meeting. Webb seconded the motion and it carried by voice vote with all votes cast in the affirmative.
