In 2024, Medicaid providers in Genoa billed $35,249 for services within the Medicine Services and Procedures classification, per data from the U.S. Department of Health and Human Services Medicaid Provider Spending database. That represents a 44.4% increase from 2023, when providers filed $24,413 in claims in this category.

Medicaid, funded by both federal and state governments but administered at the state level, provides health coverage to low-income adults and families, children, seniors, and people with disabilities. It is one of the nation’s largest health programs.

Since taxpayer dollars fund Medicaid payments, shifts in local billing trends help outline how public health funds are distributed in each area.

The “Medicine Services and Procedures” group consists of Medicaid-billed care services identified by standardized HCPCS and CPT code collections. For analysis, each code is placed in a defined service group based on consistent prefixes and code range definitions, which helps ensure related services are grouped without overlap and maintain accurate rankings over time.

Though Medicaid spending increased across a number of categories, Medicine Services and Procedures held the second-highest position among Genoa’s Medicaid payments by category in 2024.

Statewide in Illinois, Medicine Services and Procedures ranked fifth for Medicaid payment totals that year.

In the five years before 2024, Genoa’s Medicaid payments linked to Medicine Services and Procedures grew by $1,504, for a 4.5% rise. The pace of growth intensified at certain times, with notable gains seen year over year in 2021 and 2022.

Spending in the Medicine Services and Procedures category was present throughout the city, though a small number of ZIP codes accounted for the majority of payments. In 2024, ZIP code 60135 recorded $35,249 in Medicaid payments under this category, accounting for 100% of Genoa’s total in this area during the year.

Medicaid payments in this grouping focused on a select number of individual billing codes.

Comparing annual shifts, Genoa’s Medicine Services and Procedures Medicaid payments grew 44.4% from 2023 to 2024, while citywide Medicaid claims across all categories increased by 41.6% over the same timeframe.

According to the Centers for Medicare & Medicaid Services, combined federal and state Medicaid expenditures totaled about $871.7 billion for fiscal year 2023, making up roughly 18% of the nation’s health care spending, up sharply from approximately $613.5 billion in 2019, prior to the COVID-19 pandemic.

That jump equals nearly 40% growth in just several years, which officials credit to increased Medicaid enrollment and higher use of health care services during and after the pandemic.

Recent federal budget laws enacted under the Trump administration introduced major policy proposals aiming to decrease federal Medicaid support and restructure the program. For instance, the “One Big Beautiful Bill Act,” became law in 2025 and is forecast to cut federal Medicaid spending by over $1 trillion over the next 10 years, while adding work requirements and greater cost-sharing. These measures could reduce funding or limit coverage for certain recipients, posing higher costs for states and slowing future growth in federal Medicaid contributions as the program continues to insure millions across the U.S.
