City of Dekalb Committee of the Whole will meet October 22

City of Dekalb Committee of the Whole met Oct. 22.

Here is the minutes provided by the committee:

Mayor Smith called the meeting to order at 5:00 p.m.

A. ROLL CALL

City Clerk Lynn Fazekas called the roll, and the following members of the City Council were present: Alderman Bill Finucane, Alderman Mike Marquardt, Alderman Pat Fagan,

Alderman Kate Noreiko, Alderman Mike Verbic, Alderman Tony Faivre, Mayor Jerry Smith.

Alderman David Jacobson arrived at 5:02 p.m.

Also present were: Public Works Director Tim Holdeman.

B. ITEMS ALSO ON THE REGULAR AGENDA

There were none.

C. PUBLIC PARTICIPATION

There was none.

D. CONSIDERATIONS

1. VeoRide Bike Sharing Program Update.

Public Works Director Holdeman gave an overview of the bike-sharing program in DeKalb and the issues with the program since it began last spring. He said if the City were to continue with the program, staff would recommend a limited license and a means for reimbursement of the City if City staff become involved in bike retrieval.

Public Works Director Holdeman then introduced Candace Xie of VeoRide, who discussed program performance, and possible membership options and events. Ms. Xie addressed issues that were discovered, such as improper parking of bikes; and she talked about an application that could help riders locate bike racks and inform residents who would like to know more about the program.

John Heckman, Director of Facilities at Northern Illinois University, said NIU wants to continue the bike-sharing partnership with the City. He said he feels this dockless program is flexible and cost effective.

Council members asked why the downtown is not included in the latest expansion plan for the program, and why some bicycles are not being picked up by VeoRide for days. Public Works Director Holdeman said the downtown would be included in the next expansion, and Ms. Xie explained that sometimes VeoRide staff make the judgment call that a bike is placed well for another person’s commute.

E. RECESS FOR EXECUTIVE SESSION OF THE CITY COUNCIL

No executive session occurred during this meeting.

F. ADJOURNMENT

MOTION

Alderman Noreiko moved to adjourn. Alderman Fagan seconded.

VOTE

Motion was approved by majority voice vote. Mayor Smith declared the Committee of the Whole adjourned at 5:39 p.m.
