City of Dekalb City Council met June 1.

Here is the minutes provided by the council:

A. CALL TO ORDER AND ROLL CALL 

Mayor Barnes called the meeting to order at 5:00 p.m.  

Executive Assistant Ruth Scott called the roll, and the following members of City Council were present: Alderman Barb Larson, Alderman Tracy Smith, Alderman Scott McAdams, Alderman Tony Faivre, and Mayor Cohen Barnes. Alderman Greg Perkins was not present during roll call but arrived at 5:01 p.m. Alderman Carolyn Morris and Alderman Mike Verbic were absent.  

Staff present included City Manager Bill Nicklas and City Engineer Zac Gill. 

C. APPROVAL OF THE AGENDA 

MOTION 

Alderman Faivre moved to approve the agenda; seconded by Alderman McAdams.  

VOTE 

Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre, Mayor Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the agenda approved.  

D. PUBLIC PARTICIPATION 

There was no public participation. 

E. RESOLUTIONS 

1. Resolution 2021-044 Authorizing an Intergovernmental Agreement with the Illinois Department of Transportation for $1,488,484.35 in Economic Development Program  Funding to Improve the Intersection of Illinois Route 23 and Gurler Road.  

Mayor Barnes read the resolution by title only. 

MOTION: 

Alderman Faivre moved to approve the resolution; seconded by Alderman McAdams.  

City Manager Nicklas provided an overview of this item, stating that the State of Illinois has offered the City the opportunity to utilize the Illinois Department of Transportation’s (IDOT) Economic Development Program (EDP) in order to support the new industrial development and the anticipated additional stress/safety concerns at the intersection of Illinois Route 23 and Gurler Road by way of entering into an intergovernmental agreement (IGA) in the form of a grant. This will allow the City to orchestrate a significant public improvement to the road network while protecting local capital funds by pulling from State and private financial contributions.  

Alderman Smith asked about the timeline of the project. City Engineer Gill stated the hope  is to proceed by August to at least start the widening of the pavement and striping in. He added that traffic signal posts may take longer due to shortages of certain metals.  

There was no further discussion.  

VOTE 

Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre,  Mayor Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the resolution  passed.  

F. ADJOURNMENT 

MOTION 

Alderman Smith moved to adjourn the meeting; seconded by Alderman Perkins.  

VOTE 

Motion carried by a 6-0-2 roll call vote. Aye: Larson, Smith, Perkins, McAdams, Faivre, Mayor Barnes. Nay: None. Absent: Morris, Verbic. Mayor Barnes declared the motion passed and adjourned the meeting at 5:05 p.m.
