City of Genoa City Council met Oct. 1.

Here are the minutes provided by the council:

Mayor Brust called the meeting of the City Council to order at 6:31pm followed by roll call.  Aldermen Pulley, Stage, Winter, Braheny, Gudeman and Roca were present. Alderman Wesner  was absent. Quorum present.  

Mayor Brust led the pledge of allegiance.  

GUEST SPEAKERS – None 

PUBLIC COMMENT – None 

OLD BUSINESS – None 

CONSENT AGENDA 

Alderman Braheny made a motion to approve of items 1-4 within the consent agenda, seconded  by Alderman Roca. No further discussion. Aldermen Pulley, Stage, Winter, Braheny, Gudeman,  and Roca voted yes. Motion carried.  

1. APPROVAL OF THE MINUTES FROM THE SEPTEMBER 17, 2025, CITY COUNCIL  MEETING 

2. APPROVAL OF THE ACCOUNTS PAYABLES DATED SEPTEMBER 31, 2025 

3. APPOINT ZACH DAVIS TO THE POLICE AND FIRE COMMISSION 

4. A MEMORANDUM OF UNDERSTANDING BETWEEN THE COUNTY, CITIES,  TOWNS, AND VILLAGES IN THE COUNTY OF DEKALB, STATE OF ILLINOIS 

NEW BUSINESS – None 

FUTURE ITEMS FOR DISCUSSION – None  

DEPARTMENT REPORTS: 

FINANCE: 

Finance Director Tures announced that the audit is being finalized and will be presented and up  for approval at the next meeting. She also told the council that they are continuing to work on the  budget through the new software.  

PUBLIC WORKS: 

Public Works Director Smith told the council that they are about 15% done with the Lead  Service Line Replacement Project. He also let the council know that the new boiler that was  approved at a previous meeting has since been installed at city hall and they were able to save 

approximately $19,000 from the quotes they received by managing the project management  internally. Additionally, the department completed sealcoating at the public works building and  David Carroll Memorial Park and were able to save about $17,000 dollars by doing that work  internally as well.  

POLICE: 

Chief Hathcoat announced that they just wrapped up their second training on the CAD system  that is being implemented for the officers. He explained that this will significantly reduce the  officers’ radio time as they will be able to do things like request report numbers, put themselves  in route to calls, clear calls, add notes, etc without having to radio dispatch. He also let the  council know that they are ready for Harvest Fest over the weekend.  

ADMINISTRATION: 

City Administrator Seguss gave the council a summary of what is on the agenda for the  upcoming Plan Commission meeting including finalizing the draft of the UDO and a review of  the concept plans that show modifications to the row homes in Riverbend. She also announced a  food drive that the city is participating in over the next few weeks.  

MAYOR: 

Mayor Brust reminded the council of Harvest Fest over the weekend and asked for additional  volunteers for the city booth.  

ANNOUNCEMENTS – None 

Motion to adjourn the meeting of the City Council was made by Alderman Pulley, seconded by Alderman Winter. Voice vote was taken, all voted yes. Motion carried. Meeting adjourned at 6:41pm.
