CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Village President Quirk. Roll call:

Present: President Sarah Quirk, Trustee Eddie Cullins, Trustee Steve Gayhart, Trustee Russell Kula, and Trustee Jamie Whitlock. Quorum Established.

Absent: Trustee Brian Siwicki.

Also Present: Attorney Lundgren, Village Deputy Clerk Jennifer Klambauer, Treasurer Maroo, Village Engineer Brandon Kramer, Public Works Director Ceneca Wagner and Members of the Public.

GENERAL BUSINESS

• Agenda item for discussion/approval: February 23, 2026, Regular Board Meeting Minutes

Motion to approve the minutes for February 23, 2026 by Trustee Cullins. Second by Trustee Kula. Roll call vote: Ayes – Cullins, Gayhart, Jernigan, Kula, Whitlock. Nays – None. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Motion to approve the Payment of Invoices Due as presented by Trustee Whitlock. Second by Trustee Gayhart. Roll call vote: Ayes – Cullins, Gayhart, Jernigan, Kula, Whitlock. Nays – None. Motion carried.

PRESIDENT’S REPORT

For Discussion: Spring Open House

President Quirk informed the board and public that the Spring Open House and annual golf cart registration would be held on Saturday, April 25th 10am-2pm. She encouraged all trustees to attend to meet the public.

For Discussion/Approval: Appointment of John Weibler as Code Enforcement Officer.

Motion by Trustee Gayhart to approve swearing in of John Weibler as Code Enforcement Officer. Second by Trustee Kula. Roll call vote: Ayes – Cullins, Gayhart, Jernigan, Kula, Whitlock. Nays – None. Motion carried. President Quirk then issued the Oath of Office to Officer Weibler.

ATTORNEY’S REPORT

None.

CLERK’S REPORT

Deputy Klambauer stated that due to the conversion to the new software system, BS&A, the village office will be closed the week of April 6th. Although the office is closed, messages will be answered daily.

Streets & Alleys

For Discussion/Approval: DeKalb County IGA – Street Salt

Annual renewal for the purchase of street salt. Motion to approve 110 tons of salt from DeKalb County Highway Department by Trustee Kula, second by Trustee Whitlock. Roll call vote: Ayes – Cullins, Gayhart, Jernigan, Kula, Whitlock. Nays – None. Motion carried.

Water & Sewer

For Discussion/Approval: eBilling Discount Program

Trustee Gayhart asked Deputy Clerk Klambauer to explain that with the new software system eBilling will be available and encouraged. As an incentive, a one-time $20 discount is being offered to residents who sign up for the program, beginning at the Open House and all through May.

Fire Chief Gorsky reminded the group to vote next Tuesday.
