Village of Hinckley Board of Trustees met Nov. 24.

CALL BOARD MEETING TO ORDER: Meeting was called to order at 7:00 PM by Village President Quirk.

Roll call was taken showing the following:

Present: Sarah Quirk, Russell Kula, Brian Siwicki, Steve Gayhart, Jamie Whitlock, Alyssa Prickett and Eddie Cullins. Quorum established.

Absent: None.

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Police Chief Gettemy, Treasurer Dave Maroo, Alonzo Jones (TEST, Inc.) and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

Larry Menz reiterated concern about building permit company replacement procedures.

GENERAL BUSINESS

• Agenda item for discussion/approval: November 10th, 2025, Regular Board Meeting Minutes Trustee Kula moved to approve the amended minutes for November 10th, 2025, and Trustee Gayhart seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Prickett-Abstain, Kula-Aye, Gayhart-Aye, and Whitlock-Abstain. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Siwicki moved to approve the Payment of Invoices Due as presented, and Trustee Whitlock seconded the motion. Roll call vote: Siwicki-Aye, Prickett-Aye, Kula-Aye, Gayhart-Aye, Whitlock-Aye and Cullins-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: Business Registration Form

The Business Registration Form has been created to establish a community emergency contact list including Fire & Burglary information as well as a creating a listing of the local establishments for community inquiries.

For Discussion: December 5th Christmas Tree Lighting

President Quirk thanked the HBR-FFA for providing the Christmas trees that will be used at the lighting on December 5th starting at 5:30pm. Santa will be arriving at 6:30, there will be treats and Girl Scouts singing holiday songs. President Quirk is encouraging all to come out and enjoy the festivities.

ATTORNEY’S REPORT

Attorney Lundgren stated that he had a Teams meeting with Brandon Kramer and Connexus in preparation for installation of fiber optic lines.

CLERK’S REPORT

Jennifer Klambauer (Deputy Clerk) and Joan Bennett (Clerk) will be attending the NIMCA (Northern Illinois Municipal Clerk’s Association) meeting on December 9th and 10th for continuing education.

ENGINEER’S REPORT

No report.

TREASURER’S REPORT

Treasurer Maroo noted that the October Treasurer’s Report inadvertently says September 30, 2025.

COMMITTEE REPORTS

Public Safety

For Discussion/Approval: Lakeside Consultants Service Agreement

Trustee Cullins motioned to approve the Lakeside Consultants Service Agreement, Trustee Siwicki seconded the motion. Roll call vote: Prickett-Abstain, Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins Aye and Siwicki-Aye. Motion carried.

President Quirk stated she would send the termination notice to B & F Construction Services this week.

Trustees Cullins and Kula contacted the construction crew at the new library as the current barriers were not sufficient for the open trench by the public sidewalk. They added snow fencing and made the area more secure.

Chief Gettemy notes that Toys for Tots collection begins tomorrow. Look for drop off boxes at the Village Hall, Fire Department, and local businesses. The event will be held at the Village Hall on Sunday, December 21st.

Finance and Economic Development

For Discussion/Approval: Tax Levy Ordinance

Trustee Siwicki motioned to approve the Ordinance for Levy and Assessment of Taxes for the Fiscal Year of May 1, 2025, through April 30, 2026, Trustee Gayhart seconded the motion. Roll call vote: Kula-Aye, Gayhart-Aye, Whitlock-Aye, Cullins-Aye, Siwicki-Aye and Prickett-Aye. Motion carried.

Streets & Alleys

Trustee Kula contacted LRS for an estimate to add more leaf pick up’s to the 2026 calendar.

Personnel

No Report.

PUBLIC COMMENT

Alonzo Jones introduced himself as the new employee for TEST, Inc., placed at the Village of Hinckley.

Trustee Gayhart noted that he was exemplary worker and we were happy to have him working with us.

OPEN DISCUSSION

None.

ADJOURMENT

President Quirk asked to adjourn the meeting at 7:40 pm. Trustee Gayhart motioned to adjourn, and Trustee Siwicki seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on December 8th, 2025.
