CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 7:18 pm. Roll call:

Present: President Sarah Quirk, Trustee Eddie Cullins, Trustee Steve Gayhart, Trustee Ryan Jernigan, Trustee Russell Kula, Trustee Brian Siwicki, and Trustee Jamie Whitlock. Quorum Established.

Absent: none.

Also Present: Attorney Lundgren, Village Deputy Clerk Jennifer Klambauer, Treasurer Maroo, Village Engineer Brandon Kramer, and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from February 9, 2026 Motion to approve the minutes from February 9, 2026 by Trustee Kula. Second by Trustee Cullins. Roll call vote: Cullins-Aye, Siwicki-Aye, Jernigan-Aye, Kula-Aye, Gayhart-Aye and Whitlock-Aye. Motion carried.

Resignation of Clerk Joan Bennett announced by President Quirk.

Public Safety

For Discussion: Hinckley Fire Protection District Referendum

Trustee Cullins would like Attorney Lundgren to write a resolution to show support of Fire Referendum for the trustees to vote on March 9 regular board meeting.

Buildings, Grounds & Parks

For Discussion: Clarke Professional Services Agreement

Due to renewal approaching, Trustee Whitlock will confer with Clarke with regards to our current contract, effectiveness and pricing and will report to trustees his findings at the regular board meeting on March 9, 2026.

Water & Sewer

Trustee Gayhart will meet the Engineer Kramer to share status on grant and lead lines. Hinckley received notice that EPA will only require annual lead testing at this time.

Finance & Economic Development

No report.
