Village of Hinckley Committee of the Whole met Jan. 12.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 8:11 pm. Roll call was taken showing the following:
Present: Sarah Quirk, Jamie Whitlock, Russell Kula, Steve Gayhart, Eddie Cullins, and Brian Siwicki. Quorum Established.
Absent: none.
Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Chief Gettemy, and Members of the Public.
PUBLIC COMMENT
None.
GENERAL BUSINESS
Approval: Committee of the Whole meeting minutes from December 22nd, 2025 Trustee Siwicki moved to approve the minutes from December 22nd, 2025, and Trustee Kula seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Kula-Aye, Gayhart-Aye and Whitlock-Aye. Motion carried.

Public Safety
For Discussion: Downtown Snow Removal
Trustee Cullins opened the discussion on the issue of non-compliant snow removal businesses. Attorney Lundgren asked if the Village would like to change the ordinance, Trustee Cullins feels this is the proper way to go.

Buildings, Grounds & Parks
Trustee Whitlock has received complaints about construction debris in the community that are not being picked up. President Quirk will contact Quinn Carlson (Lennar) to address this, checking if this is happening at Royal Estates, and also to confirm the construction traffic route is being adhered to.

OPEN DISCUSSION
President Quirk stated that 84 Lumber still has not signed the Annexation Agreement from the October Regular Board Meeting. The Village office and Attorney Lundgren’s office have had several communications trying to close the loop on this issue.
President Quirk asked the board members to “look south” when they are at the James St/Somonauk Rd corner as the brown Village sign may need to be adjusted for a clear view. Trustee Kula requested follow-up information on the use of e-bikes and scooters within the Village. Attorney Lundgren will forward appropriate statues.

President Quirk asked to adjourn the meeting at 8:35 pm. Trustee Gayhart motioned to adjourn the meeting, Trustee Whitlock seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for January 26th, 2025, immediately following the Regular Board Meeting.
