CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 7:13 pm. Roll call:

Present: President Sarah Quirk, Trustee Eddie Cullins, Trustee Steve Gayhart, Trustee Ryan Jernigan, Trustee Russell Kula, and Trustee Jamie Whitlock. Quorum Established. Absent: Trustee Siwicki.

Also Present: Attorney Lundgren, Village Deputy Clerk Jennifer Klambauer, Treasurer Maroo, Village Engineer Brandon Kramer, Public Works Director Ceneca Wagner and Members of the Public.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from February 23, 2026 Motion to approve the minutes from February 23, 2026 by Trustee Gayhart. Second by Trustee Kula. Roll call vote: Ayes – Cullins, Gayhart, Jernigan, Kula, Whitlock. Nays – None. Motion carried.

Public Safety

For Discussion: Snow Removal Policy review

Trustee Cullins has a meeting with President Quirk Friday to discuss the addition of enforcement to the current policy. Chief Gettemy asked to have a towing policy also added. Issue will be on the next COTW meeting agenda.

Buildings, Grounds & Parks

For Discussion: Clarke Professional Services Agreement

Truste Whitlock reviewed his assessment of current Clarke contract vs observations made in the past. Asked Board for opinions. The contract will be on the next regular board meeting agenda for discussion and approval.

Trustee Whitlock also asked for Arbor Day Foundation and the mowing contract to be on the next Committee of the Whole meeting agenda.

He also stated that he is working on holiday lights and will report back.

Water & Sewer

Trustee Gayhart informed the board that he and engineer Kramer are working on the grant paperwork for the lift stations. He also reported that he and Coby Forth, TEST, have been working on the map for the lead line service removals and will have it completed by the EPA’s April deadline. He also explained that the TEST workers completed the brine pump repairs done last week and was impressed with their work.
