Village of Hinckley Committee of the Whole met Nov. 10.

CALL BOARD MEETING TO ORDER: Meeting was called to order by Village President Quirk at 7:53 pm. Roll call was taken showing the following:

Present: Sarah Quirk, Brian Siwicki, Russell Kula, Steve Gayhart, and Eddie Cullins. Quorum Established.

Absent: Alyssa Prickett, Jamie Whitlock

Also Present: Attorney Lundgren, Village Clerk Joan Bennett, Treasurer Dave Maroo, Ceneca Wagner (PW), and Members of the Public.

PUBLIC COMMENT

None.

GENERAL BUSINESS

Approval: Committee of the Whole meeting minutes from October 27th, 2025 Trustee Cullins moved to approve the minutes from October 27th, 2025, and Trustee Kula seconded the motion. Roll call vote: Cullins-Aye, Siwicki-Aye, Kula-Aye, and Gayhart-Aye. Motion carried.

PRESIDENT’S REPORT

For Discussion: Body Art Establishment Draft Ordinance

President Quirk asked for comment regarding Body Art Establishment cost, renewal fees, state rules, etc., noting that there is not a current applicant. Attorney Lundgren remarked that any fee should be akin to actual cost, similar to liquor license applicants.

For Discussion: Business Registration Form Draft

President Quirk discussed the Business Registration Form that will be used in the clerk’s office for not only information but emergency phone contacts as well. There is no fee to be accessed with the form. The form will be back on the November agenda for a few amendments to language.

For Discussion: Employee Handbook Draft

No report. President Quirk relayed message to forward any comments to Trustee Prickett regarding the Employee Handbook Draft.

Water & Sewer

Trustee Gayhart stated that the Invoice for Well #3 came in as expected at $2700 plus $1080 in labor.

Finance & Economic Development

For Discussion: Review of Tax Levy

Treasurer Maroo asks that the board review anticipated expenses and revenues for the upcoming year.

OPEN DISCUSSION

President Quirk noted that on Friday, December 5th the Christmas Tree Lighting will take place at the Community Building. The festivities will include ornament decorating, goodies to eat and a visit from Santa!

PUBLIC COMMENT

None.

ADJOURNMENT

President Quirk asked to adjourn the meeting at 8:26 pm. Trustee Siwicki motioned to adjourn the meeting, Trustee Gayhart seconded the motion. Voice vote: All in favor. Motion carried. The next Committee of the Whole Meeting is scheduled for November 10th, 2025, immediately following the Regular Board Meeting.
