Additions to the Agenda
To discuss the cleaning of the water tower.
Approval of Agenda
Dan Nolan motioned to approve the agenda with additions. Joe Perkins seconded. Motion carried.
Citizens Addressing the Board
A citizen addressed the board with concerns about lack of police presence in Shabbona relative to the amount the Village is paying. The resident feels the police should be writing more tickets and asks that the board look into a possible partnership with a neighboring community to provide 24 hour police presence in Shabbona. The board acknowledged the resident’s concerns and agreed to examine the idea.

Village Engineer-norm Beeh
A. City Well Permit/Grant
The Village received a letter from the EPA on July 9th advising on the addition of pholyphosphate to the plan. It was added to the plan and returned to EPA on July 14th. Norm called them today (7/23) and they stated that they will review and follow-up with permit tomorrow. Norm proceeded to work on low interest loan application to construct the well through the EPA. There are no grants available to fund well construction.
B. Sewage Treatment Plant
The low bidder for wastewater dredge and dewater proposal underestimated on one of the parts of the project and has subsequently withdrawn their bid. It was discussed that the project will not take place this year due to time involved in acquiring land application permit. Frank Ottengheim motioned to reject all proposals received. Joe Perkins seconded. All in favor vote aye. Motion carried. Joe Perkins motioned to send out another RFP with a due date of 8 am on August 24th with proposals being received by Norm Beeh. John Rood seconded. All in favor vote aye. Motion carried. It was discussed that a bid bond of 10% be included in the wastewater dredge and dewater RFP.
Reports And Action
A. Maintenance Report—Bud Forrer
The big truck is back—paint is complete and latch gate is fixed. New tires will be needed for pickup truck and skid loader before winter. Jen is looking into access to State of IL purchase pricing for certain tire brands. Can significantly lower the cost of the tires. Bud met with Acculite to examine potential cost savings from LED lights vs. fluorescent building lights. Mowing and picking up brush continues. People are still blowing grass in the street—Bud has been putting a note on the door reminding them not to blow grass in street. The sink hole by tracks was fixed-- tile cracked and caved in. Bud and Trevor put a 20-inch piece of PVC and connectors to repair. The area between the two driveways to the elementary school will be re-painted yellow to indicate that there should be no parking there. Bud and Trevor continue to water flowers in containers on Rt. 30 and also by post office twice a week. Sidewalk repairs are needed by First State Bank, the NE corner of Illini and Cherokee. Sidewalk on south side of Cherokee is still damaged from when addition to elementary school was built. Norm will bring up with school Superintendent at upcoming meeting.
B. Shabbona Pathway Committee-dan Nolan
Did not meet in July. They will meet again in September.
C. Rpc Report—dan Nolan
The group discussed options for regulating adult oriented establishments. DeKalb’s ordinance was cited. They also discussed leasing information on use of public fixtures for internet towers. Information from RPC meetings are on DeKalb County website. Dan requested that someone from the board serve as an alternate for RPC meetings. There were no volunteers.
D. Ad-hoc Committee for Trees—marc Cinnamon
All trees planted within the last 3 to 4 years have been mulched and some have been pruned. Marc hopes to have the tree board reconvene in August as there is planting and more pruning that needs to be completed. Marc anticipates the need to take bids for stump grinding and brush clearing this fall.
E. Economic Development
Team 2 from the Move Shabbona Forward economic development group has composed a draft letter and survey seeking input from local businesses about beautification along Route 30. With the board’s approval they would like to hand deliver the letters to all of the businesses on Route 30. Joe Perkins motioned to allow for submittal of letter. John Rood seconded. All in favor vote aye.

F. Sheriff Report
Monthly detail report was not received. Mayor Goncher noted that the State Police will be more present along Rt. 30 to monitor semi-trucks.
G. Building & Zoning

Approval of Minutes
A. Economic Development Meeting—April 4, 2018; June 20, 2018
Marc Cinnamon motioned to approve both sets of minutes. Joe Perkins second. All in favor vote aye. Motion carried.
B. Regular Meeting—June 25, 2018—Frank Ottengheim noted that the wording of the title of the prevailing wage ordinance is misleading and reads as though the wage applies to Village Public Works employees instead of contractors. Janet Clark noted that it was included in the minutes exactly as it was printed in the ordinance provided to her by Keith Foster. Keith Foster said he will look into it. John Rood pointed out a typo where a 0 was left off of “200,00” in relation to the appropriations for sludge removal. John Rood motioned to approve minutes with corrections. Dan Nolan seconded. All in favor vote aye. Motion carried.

C. Utility Billing Issues
One person had garbage service shut off due to non-payment. Waste Disposal drivers say there hasn’t been any garbage put out at that address. There was a question as to whether anyone has a separate meter for pools or irrigation. It was discussed that anyone wishing to have a separate meter for pool or irrigation would need to purchase their own meter from the Village. The Village would then install and maintain. The new owner of the hardware store building questioned why they were receiving two bills even though the store was empty. Cindy addressed his question and further informed him that their meter is not accessible for readings and that one must be installed for each unit. It was agreed that Buddy Forrer would contact and work with him to become compliant. Buddy has been unable to reach them at the given number.
D. Appropriations Ordinance

E. Approval Of Monthly Bills
Payment of $18 to Banner Up for additional script for Village office door was added to the monthly bills. There was a question over the amount of money the Village is obligated to pay towards economic development study. Mayor Goncher asked Trustee Deutsch about the letter the Village received from the Shabbona Hometown Events Committee regarding dissolution of the group. Jamie explained that after 17 years the members of the group wanted to focus on different things. He also noted that support has declined in recent years. They have not been actively looking for anyone to take over.

A. Municipal Electrical Aggregation

B. Keith Foster
1. Ordinance Proposal- “Prohibited Conduct or Activities in Licensed Liquor Establishments”
The Village has the option to relegate adult-oriented businesses to special zoning districts. Another option is to amend the liquor code to prohibit the sale or use of alcohol at adult oriented establishments. To change the zoning would require a text amendment requiring a planning commission meeting. Changes to the liquor code would define acts that are prohibited in licensed liquor establishments. The Village cannot prohibit the establishment of such a business but it can prohibit alcohol while doing it. Dan Nolan motioned to have Keith Foster draft an ordinance to adjust zoning classification and liquor ordinance. John Rood seconded. B. Solar Garden Discussion
It was noted that there has been increased interest in solar. As the Village codes do not address solar there was a question as to whether the county’s ordinance could apply to the village. There could be a tax benefit. No action was taken.

Bud will look into pricing to have water tower cleaned for board to review.
