City of Sycamore Architectural Review Committee met July 16.

Here is the minutes provided by the Committee:

Chairperson Rick Kramer called the 4:30 p.m. meeting to order at 4:58 p.m. once we reached a quorum. In attendance, were Jeff Keppler and Jesus Romero. Kelly Tilstra and Kevin Mathey were absent. City Manager Brian Gregory and Applicant, Uriel Morales, owner, County Liquors and, Lisa Jensen, Manager, were also present.

Approval of the minutes of June 11, 2018

Motion

Jeff Keppler moved to approve the minutes from the June 11, 2018 meeting and Jesus Romero seconded the motion.

Voice Vote

Chairperson Kramer called for a vote. All members present voted aye. Motion carried 3– 0.

Public Comment - none

Action Items

A. Continued Review of Gateway Improvement Program application:

1. 625 East State Street County Liquors

City Manager Brian Gregory recapped the improvements which include replacing the front windows, installing stone siding 3-4 feet high on the front of the building, and adding landscaping improvements, of which more specificity was requested. This will go to the City Council tonight for action, so this is before you for recommendation.

Jesus Romero said this will look great with these improvements and asked about the landscaping.

Lisa Jensen said they are leaving a sidewalk against the front of the building, taking the pavers out, and replacing them with grass and two magnolia trees. They will put 6-8 evergreen-type, salt-tolerant, bushes around the sign post and add some colorful flowers and landscaping. She said they have cut down the current evergreen trees but the root balls are still there, which will be removed when the bricks are removed.

Jeff Keppler said with the information packet that Lisa provided, she is going about the species the right way in having them be salt tolerant. He said her examples looks like everything blooms and has a good tolerance for this zone. It’s nice to be able to add the color in there and clean it up. He asked if the windows will be the same size.

Lisa Jensen said the windows are going to be a little smaller but will be three windows instead of two. She said the width will stay the same but instead of 96 inches, they will be 64 inches and then the bricks will come up 3-4 feet, depending on how it lays out.

Jesus Romero said it is great that they are adding the new windows with the brick, especially because it is a place that really stands out in the gateway.

City Manager Brian Gregory said to be sure to get the overgrowth, on the east side of the building, which some commissioners have mentioned and were concerned about. He also asked where the stone will be placed horizontally across the building.

Lisa Jensen said they have discussed the overgrowth already. The stone will go side to side across the front of the building and then, they will finish painting.

Jeff Keppler asked, as far as the gateway program, if this property still qualifies.

City Manager Brian Gregory, said yes, this initial application was made by May 31st during the priority period.

Jeff Keppler reviewed the quotes and confirmed that they are in excess of $10,000. He said this is a welcome improvement and even looks better with the canopy already being replaced. He asked if the landscaping is an eligible improvement under the Gateway Grant Program.

City Manager Brian Gregory said yes, landscape was added to the Gateway Program to soften the look as you come into town.

Motion

Jesus Romero moved to approve the grant in the amount of $5,000 total for 625 East State Street and Jeff Keppler seconded the motion.

Chairperson Kramer called for a vote. All members present voted aye. Motion carried 3– 0.

Jeff Keppler made a motion to adjourn the meeting and Jesus Romero seconded the motion.
