City of Sandwich City Council met April 8.

Here is the minutes provided by the council:

Mayor Olson called the meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden & Robinson

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak.

Chief Bianchi & EMA Director Ciciora

Absent: Alderman Surratt & City Treasurer Webber

Approval of Minutes:

Motion made by Alderwoman Chmielewski, and seconded by Alderman McMahon, to approve the minutes from the Regular Meeting of March 25, 2019 and the Committee-of-the-Whole Council Meeting of April 1, 2019. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden & Robinson Nay:0 Motion carried 7:0

Approval of April Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Kelleher, approving payment of the April semi-monthly bills in the total amount of $113,231.75. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon & Robinson Nay: Alderman Redden Motion carried 6:1

Alderman Redden explained that he voted against bill approval because of the computer purchase controversary. The $7,625.25 purchase was not budgeted for 2018-2019 nor was approved prior to delivery of the computers.

Mayor Olson:

Resolution 19-03 entitled “Resolution Authorizing the Execution of a General Contract for Services” presented for adoption. The Resolution authorizes the Mayor to enter into a contract with Epic Light Shows, LLC. Questions raised at last week’s meeting were addressed including that a performance bond would not be required, the fairgrounds have buildings to facilitate equipment storage, and a volunteer committee will be formed to oversee the project. Because the fairgrounds is located outside the City’s corporate boundaries, DeKalb County advised that any new electrical service or receptables would need to be permitted and approved.

Motion made by Alderman Kelleher. Motion died to lack of a second.

Announcements: Mayor Olson congratulated the newly elected aldermen and that the oath of office will be administered at the May 6th meeting. Council was reminded that the DARE graduation will be held on Thursday, April 11, 2019. Olde Timers Antique Centre will be celebrating 20 years in business this week. On Saturday, April 13th between the hours of 10 am – 2 pm, the Chamber of Commerce will be hosting a business showcase where members will be displaying and promoting their business establishments.

Plan Commission regular meeting for Tuesday, April 9, 2019, has been cancelled.

Hydrant flushing will begin on Monday, April 15th through Thursday, April 18th, between the hours of 8:00 am and 4:00 pm daily.

Chief Bianchi: No report

EMA Ciciora reported that he will be attending an all-day emergency management conference on Saturday, April 13th.

Alderwoman Chiemlewski: No report

Alderman Dell: No report

Alderman Kelleher: No report

Alderwoman Killey advised that the next finance committee meeting will be held on Monday, April 15th, 2019.

Alderman McMahon questioned when the ZBA meeting will be held on the VFW parking lot. Response was April 23rd.

Alderman Redden: No report

Alderman Robinson: No report 

Alderman Surratt: Absent

New Business: None

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Robinson to adjourn the Regular Council meeting at 7:21 PM. Motion carried unanimously by viva voce vote.
