City of Sandwich City Council met March 11.

Here is the minutes provided by the council:

Mayor Olson called the meeting to order at 7:00 PM.

Roll call was taken:

Present: Mayor Olson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt

Also present: Attorney Harrill, Department of Public Works / City Engineer Horak.

Chief Bianchi, City Treasurer Webber & EMA Director Ciciora

Approval of Minutes:

Motion made by Alderman Dell, and seconded by Alderman McMahon, to approve the minutes from the Regular Meeting of February 26, 2019 and the Committee-of-the-Whole Council Meeting of March 4, 2019. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Approval of March Semi-Monthly Bills:

Motion was made by Alderwoman Killey, and seconded by Alderman Kelleher approving payment of the March semi-monthly bills in the total amount of $120,320.26. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Mayor Olson:

Proclamation & Recognition of the Sandwich Girls Basketball Team: The Council paid homage to the Sandwich High School Girls Basketball Team, the Lady Indians, on an outstanding record breaking season. Mayor Olson read a congratulatory Proclamation recognizing the girls for their skills, determination and teamwork. Economic Development Director / WSPY broadcaster Jim Teckenbrock also congratulated the girls on their 32-1 record adding that it had been a pleasure to broadcast their games. Team members and staff were introduced by Coach Chris Johnson.

Executive Session under 2(c)(1) for personnel will be called at the end of the meeting. A decision will be made on the employment appeal from a former employee.

Director of Public Works / City Engineer Horak:

Plan Commission scheduled for Tuesday, March 12, 2019, has been cancelled.

2019 Indian Springs /Sandy Bluff Lift Station Pump Replacement: Engineer Horak requested a waiver of the provisions of 65 ILCS 5/8-9-1 to authorize the purchase. Vote must consist of 2/3’rd of all aldermen then holding office.

So moved by Alderman Kelleher, and seconded by Alderman Redden. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Motion made by Alderman Redden approving the March 1, 2019 quote from Xylem Water Solutions USA in the amount of $76,079.24. Funds to be allocated from the Sewer Reserve budget line item 350.0000.90.6800. Motion was seconded by Alderman Kelleher. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

2019 MFT General Maintenance: Engineer Horak requested approval of Resolution 19-01 entitled “A Resolution for Maintenance Under the Illinois Highway Code” allocating $177,654.87 of MFT (Motor Fuel Tax) funds from the MFT budget, line item 110.0000.90.6800 for April 1, 2019 through June 1, 2019.

So moved by Alderman Redden. Motion was seconded by Alderman Kelleher. Aye: Aldermen Chmielewksi, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Motion made by Alderman Kelleher approving the “Maintenance Engineering to be Performed by a Consulting Engineer” (IDOT BLR 05220) with Hampton, Lenzini and Renwick of Elgin, Illinois from the MFT budget line item 110.0000.90.6800. Motion seconded by Alderman Surratt Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Alderwoman Chiemlewski: No report

Alderman Dell was approached by a resident suggesting viewing of local murals in and around Sandwich as a tourism attraction. Additionally, another suggestion was that location of public restrooms be promoted for summer events.

Alderman Kelleher: No report

Alderwoman Killey advised that the next finance committee meeting will be held on Monday, March 18, 2019.

Alderman McMahon requested that Engineer Horak meet with himself and Alderwoman Chmielewski regarding pot holes on Wells Street.

Motion made by Alderman Robinson and seconded by Alderman Redden to go into executive session at 7:20 PM, pursuant to Section 2(c)(1) “The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity”. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, McMahon, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

Motion to return from Executive Session: Motion made by Alderwoman Killey and seconded by Alderman Redden to return to regular session at 8:40 PM. Motion carried unanimously by voice vote.

Decision on employment appeal: Alderman Robinson moved to affirm the termination of Jeff Pruski. Motion was seconded by Alderman Kelleher. Aye: Aldermen Kelleher, Killey, Surrratt & Robinson Nay: Aldermen Chmielewski, Dell, McMahon & Redden Mayor Olson casted an aye vote breaking the tie Motion carried 5:4

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Redden to adjourn the Regular Council meeting at 8:42 PM. Motion carried unanimously by viva voce vote.
