Village of Kingston Village Board met Aug. 5.

Here is the minutes provided by the board:

MEETING CALL:

The regular Village Board Meeting with the Board of Trustees of the Village of Kingston, was called to order at 7:00p.m. by President Pro Tem John Lynch, Monday, August 5, 2019 in the Village Board Room, at the Kingston Municipal Building, 101 E. Railroad St., Kingston, DeKalb County, Illinois.

ROLL CALL:

Upon roll call by President Pro Tem Lynch, the following were in attendance:

Present: 4, President Pro Tem Lynch, Trustees Frank Altmaier, Jack Fischer Joe Hengels, 

Absent: 2, President Baenziger and Van Buren.

Also in attendance was Village Attorney Kevin Buick, Village Engineer Kevin Berry, Police Chief Taft and Public Works Director, Justin Kamp.

AGENDA ADDITIONS OR CORRECTIONS:

Trustee Hengels would like the semi parked on Route 72 added to New Business.

MINUTES:

Motion by Trustee Fishcer, seconded by Trustee Hengels to approve the August 5, 2019 Minutes. 

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Fischer, Hengels, and Lynch. 

Nays: 0.

Absent: 1, Trustee Van Buren.

Motion carried.

CITIZENS COMMENTS:

None at this time.

VILLAGE OFFICERS REPORT:

Police Department

Nothing new to report.

Attorney

Attorney Buick went over information on the new adult use cannabis law.

Public Works

Mr. Kamp is still having problems getting in touch with DeKalb Fiber Optic. This issue has been sent over to the county board for resolution.

Engineer Berry and Mr. Kamp discussed the need for re- grading the ditches and retention ponds in the Windhaven Sub-division. This will have to be a budgeted item.

Village Engineer

Engineer Berry advised the Board on his findings for planting in the retention ponds to help control with water and mosquitoes.

P.E. flows for July 2019 were 64,300 which is back to normal levels.

Village Clerk

Nothing new to report.

Treasurer

Not in attendance.

UNFINISHED BUSINESS:

Property Maintenance

Nothing new to report.

Downtown Parking

Trustee Lynch provided the Board with 5 options available to correct the downtown parking issue. Mutual consensus from the Board would be to limit parking from November 1st to March 31 from 2:00am to 6:00am on either side of Main Street South of Railroad Street and north of First Street.

Thurlby Road Sewer Repairs

Anderson Excavating will begin the repairs later this week.

Solar Ordinance Discussion

No action taken by the Board at this time.

Employee Paid Holidays

This item will be addressed once the Finance Committee meets and discusses the impact on the budget.

Commonwealth Edison Lighting Assessment

The Trustees need to verify where the additional funds will be coming from before any final action can be taken.

NEW BUSINESS:

Motion by Trustee Hengels, seconded by Trustee Altmaier to approve for payment invoice number 2465, dated July 10, 2019 in the amount of $2,250.00 for 1/2 of the Audit. The remaining $2,250.00 will be paid when the Audit is complete.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Fischer, Hengels and Lynch.

Nays: 0.

Absent: 1, Trustee Van Buren.

Roger E. Wooten, CPA

Motion by Trustee Hengels, seconded by Trustee Altmaier to approve for payment invoice number 128046, dated July 16, 2019 in the amount of $1,394.80 for General Consultation Services rendered from May 18, 2019 to June 14, 2019.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Fischer, Hengels and Lynch.

Nays: 0.

Absent: 1, Trustee Van Buren.

Motion carried.

Resolution 2019-01

Motion by Trustee Hengels, seconded by Trustee Fischer to pass Resolution 2019-01 appropriating Motor Fuel Tax Funds for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code from May 1, 2019 to April 30, 2020.

ROLL CALL VOTE:

Ayes: 4, Trustees Altmaier, Fischer, Hengels and Lynch.

Nays: 0.

Absent: 1, Trustee Van Buren.

Motion carried.

The Trustees and Attorney Buick discussed the Village code in regards to parking on unimproved surfaces.

ADJOURNMENT:

Trustee Hengels motion, seconded by Trustee Fischer to adjourn the meeting at 7:59 p.m.
