Dekalb County Board met Sept. 18.

The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium on Wednesday, September 18, 2019. Chairman Pietrowski called the meeting to order at 7:00 p.m. and the Clerk called the roll. Those Members present were Mr. Jim Luebke, Ms. Terri Mann-Lamb, Mr. Jerry Osland, Mr. Roy Plote, Ms. Sandra Polanco, Mr. Chris Porterfield, Mr. Craig Roman, Ms. Linda Slabon, Mr. Paul Stoddard, Mr. Larry West, Mr. Jeff Whelan, Ms. Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mrs. Laurie Emmer, Mr. Steve Faivre, Vice Chairman John Frieders, Mr. Tim Hughes, Mr. Tracy Jones, Ms. Dianne Leifheit, Ms. Maureen Little, and Chairman Mark Pietrowski, Jr. A quorum was established with all twenty-four Members present.

Chairman Pietrowski asked Mr. Luebke to lead in the reciting of the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion

It was moved by Mr. Plote and seconded by Ms. Slabon to approve the agenda as presented.

Motion to Amend

Mr. Bagby moved to amend the agenda by removing item b. Resolution R2019-65: Appropriation for Digital Radio System under Finance Committee from the agenda. Mr. Porterfield seconded the motion.

Voice Vote on Amending the Agenda

Chairman Pietrowski called for a voice vote on the amendment. All Members voted yea. The motion carried unanimously.

Voice Vote

Chairman Pietrowski called for a voice vote to approve the agenda as amended. The motion carried unanimously.

APPROVAL OF MINUTES

Motion

Mr. Whelan moved to approve the minutes of the August 21, 2019 County Board Meeting. Mr. Faivre seconded the motion.

Voice Vote

Chairman Pietrowski asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.

COMMUNICATIONS AND PROCLAMATIONS

Chairman Pietrowski shared that he hosted a Chair/Vice-Chair Reunion Luncheon for all of the past (1972-present) DeKalb County Board Chairpersons and Vice-Chairpersons on September 17th. It was a well-attended event and it was great to have almost everyone in one room and share their leadership experiences throughout the years. He also thanked the Voluntary Action Center’s Premier Catering for catering the event.

Veterans Honor Roll

DeKalb County Clerk & Recorder Douglas J. Johnson alongside Chairman Pietrowski honored and inducted Mr. Robert Maciejewski into the DeKalb County Veterans Honor Roll for his Service in the Navy from 1986 to 1990.

Employee Service Awards for September 2019

Chairman Pietrowski recognized the following County Employees who were celebrating Service Awards in the month of September 2019: Five Years: Dawn Nance – Health Department, Barbara Clark – Regional Office of Education; Fifteen Years: Gabriela Ortiz – Health Department, Julie Beach – State’s Attorney’s Office; Twenty Years: Lindie Bawmann – Sheriff’s Office; Thirty Years: George Plagakis – Rehab & Nursing Center, and Margi Gilmour – Court Services.

PUBLIC COMMENTS

There were no public comments.

APPOINTMENTS

Chairman Pietrowski recommended approval of the following appointments:

a. Kane, Kendall, DeKalb Workforce Development Board: Jolene Willis and Stephanie Mendez both reappointed and Travis Thompson newly appointed for terms beginning October 1, 2019 and expiring September 30, 2021.

b. Public Building Commission: Larry Lundgren reappointed for a five-year term beginning October 1, 2019 and expiring September 30, 2024.

c. Community Mental Health Board: Jerald Helland reappointed for a four-year term beginning January 1, 2020 and expiring December 31, 2023.

Motion

It was moved by Mr. Faivre and seconded by Ms. Slabon to approve the recommended appointments as presented.

Voice Vote

Chairman Pietrowski called for a voice vote. The motion carried unanimously.

REPORTS FROM STANDING COMMITTEES

COUNTY HIGHWAY COMMITTEE

Mr. Plote shared with the Board Members and the public that the County Highway Committee will have a Special Meeting on Tuesday, October 8th in which they will be conducted their Annual Bus Tour of 2019 Completed Projects.

Resolution R2019-62: Intergovernmental Agreement with the State of Illinois for Expenditure of DSATS Funding

Motion

Mr. Plote moved that the DeKalb County Board hereby authorizes and directs the Chairman of the DeKalb County Board to enter into an agreement with the State of Illinois for certain grant funds for expenses that will be incurred to complete the Scope of Service/Responsibilities associated with the DeKalb Sycamore Area Transportation Study (DSATS) in an amount not to exceed $276,082.00. Mr. Osland seconded the motion.

The Chairman called for a roll call vote on the motion as presented. Those Members voting yea were Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Ms. Polanco, Mr. Porterfield, Mr. Roman, Ms. Slabon, Mr. Stoddard, Mr. West, Mr. Whelan, Ms. Willis, Mr. Bagby, Mr. Campbell, Ms. Crawford, Mrs. Cribben, Mrs. Emmer, Mr. Faivre, Mr. Frieders, Mr. Hughes, Mr. Jones, Ms. Leifheit, Ms. Little, and Chairman Pietrowski. All Commissioners voted yea. The motion carried unanimously.

Resolution R2019-63: Engineering Agreement for Somonauk Road Culvert Extension

Motion

Mr. Plote moved that the DeKalb County Board hereby approves to enter into an agreement with the Engineering Firm of Willett Hofmann & Associates Inc. from Dixon, Illinois for certain engineering services associated with the reinforced concrete box culvert extension along Somonauk Road from Perry Road to Barber Greene Road in the Road Districts of Pierce and Cortland in an estimated cost not to exceed $89,635.45 and further authorizes the Chairman of the Board to execute the appropriate Preliminary Engineering Services Agreement with Willett Hofmann & Associates Inc. Mr. Luebke seconded the motion as presented.

ECONOMIC DEVELOPMENT COMMITTEE

Ordinance O2019-37: An Ordinance Amending Chapter 7 (Raffles and Poker Runs) of the DeKalb County Code

Motion

Mrs. Emmer moved the DeKalb County Board does hereby amend Chapter 7 of the DeKalb County Code to replace the contents of said Chapter with the attached (Attachment A) amended and updated version of the Code. Mr. Hughes seconded the motion.

Motion to Send Back to Committee

Mr. Luebke moved to Send the Ordinance Back to Committee for further review and clean-up of the Ordinance language. Mr. Bagby seconded the motion.

Voice Vote

Chairman Pietrowski called for a voice vote on the motion to Send the Ordinance Back to Committee. The motion carried unanimously.

FINANCE COMMITTEE

Resolution R2019-64: Delinquent Property Tax Sale Resolution

Motion

Mr. Bagby moved the DeKalb County Board hereby authorizes the Chairman of the Board to execute a deed of conveyance of the County’s interest or authorizes the cancellation of the appropriate Certificate(s) of Purchase, as the case may be, on parcel #08-23-478-020, for the sum of $13,112.88 to be paid to the Treasurer of DeKalb County Illinois, to be disbursed according to law. Ms. Leifheit seconded the motion as presented.

The Chairman called for a roll call vote on the motion. Those Members voting yea were Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Ms. Polanco, Mr. Porterfield, Mr. Roman, Ms. Slabon, Mr. Stoddard, Mr. West, Mr. Whelan, Ms. Willis, Mr. Bagby, Mr. Campbell, Ms. Crawford, Mrs. Cribben, Mrs. Emmer, Mr. Faivre, Mr. Frieders, Mr. Hughes, Mr. Jones, Ms. Leifheit, Ms. Little, and Chairman Pietrowski. Resolution R2019-66: Placing the FY 2020 Budget on File for Public Inspection

Motion

Mr. Bagby moved that the DeKalb County Board hereby approved to place on file in the DeKalb County Clerk’s Office, on the County’s Website, and at two other geographically diverse public offices (the Sandwich City Hall and the office of the Genoa City Clerk), for public inspection the eighteen page Budget Narrative Summary Packet (plus Attachments A-D), as well as copies of all information utilized by the Committees in preparation of the 2020 Fiscal Year Budget. Ms. Slabon seconded the motion.

Voice Vote

The Chairman called for a voice vote on the motion as presented. The motion carried unanimously.

Claims – September 2019

Motion

Mr. Bagby moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $6,407,765.69. Ms. Mann-Lamb seconded the motion.

Chairman Pietrowski asked for a roll call vote on the approval of the September 2019 Claims. Those Members voted yea were Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Ms. Polanco, Mr. Porterfield, Mr. Roman, Ms. Slabon, Mr. Stoddard, Mr. West, Mr. Whelan, Ms. Willis, Mr. Bagby, Mr. Campbell, Ms. Crawford, Mrs. Cribben, Mrs. Emmer, Mr. Faivre, Mr. Frieders, Mr. Hughes, Mr. Jones, Ms. Leifheit, Ms. Little, and Chairman Pietrowski. Motion

Mr. Bagby moved to accept and place on file the following Reports of County Officials:

1. Cash & Investments in County Banks – August 2019

2. Public Defender’s Report – August 2019

3. Adult & Juvenile Monthly Reports – August 2019

4. Pretrial Report – August 2019

5. Sheriff’s Jail Report – August 2019

6. Building Permits & Construction Reports – August 2019

Mr. Jones seconded the motion.

Note: These minutes are not official until approved by the DeKalb County Board at a subsequent meeting. Please refer to the meeting minutes when these minutes are approved to obtain any changes to these minutes.

Voice Vote

The Chairman requested a voice vote to accept the Reports of County Officials as presented. Motion carried unanimously.

EXECUTIVE COMMITTEE

Ordinance O2019-38: An Ordinance Establishing a County Cannabis Retailers’ Occupation Tax in the County of DeKalb, Illinois

Motion

Vice Chairman Frieders moved that the DeKalb County Board does hereby impose a tax upon all persons engaged in the business of selling cannabis, other than cannabis purchased under the Compassionate Use of Medical Cannabis Pilot Program Act, at retail locations in the County, on the gross receipts from these sales at the rate of 3.75% of the gross receipts from those sales made in the course of that business in unincorporated areas of County and at the rate of 0.75% of the gross receipts of sales made in a municipality located within DeKalb County and that said tax shall take effect for all sales on or after the first day of January, 2020. Ms. Crawford seconded the motion as presented.

Voice Vote

Chairman Pietrowski called for a voice vote on the motion as presented. The motion carried with one opposition from Mr. Hughes.

AD HOC RULES COMMITTEE

Ordinance O2019-36: Approval of an Ordinance Amendment Chapter 2 of the DeKalb County Code

Motion

Vice Chairman Frieders moved that the DeKalb County Code hereby approves to amend Chapter 2 of the DeKalb County Code pertaining to creating a County Board Committee of the Whole, per diems, mileage paid, and Board Member attendance at non-assigned Committee Meetings as outlined in Exhibit A to this Ordinance. Mr. Jones seconded the motion.

Voice Vote

Chairman Pietrowski called for a voice vote on the motion. All Members voted yea. The motion carried unanimously.

ADJOURNMENT

Motion

Mr. Stoddard moved to adjourn the meeting at 7:25 p.m. and Mrs. Emmer seconded the motion.

Voice Vote

The motion to adjourn the meeting carried unanimously.
