City of Sandwich City Council met Sept. 9.

Here is the minutes provided by the council:

Mayor Robinson called the meeting to order at 7:00 PM followed by the Pledge of Allegiance.

Roll call was taken:

Present:

Mayor Robinson, Deputy Clerk Teckenbrock, Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Redden & Surratt

Also present:

Attorney Harrill, Department of Public Works / City Engineer Horak. Chief Bianchi & EMA Director Ciciora, City Treasurer Webber

Absent: City Clerk li, Dell

Approval of Minutes: Motion made by Alderwoman Killey, and seconded by Alderman Reddeb, to approve the minutes from the Regular Meeting of August 26, 2019 and the Committee-of-the-Whole Council Meeting of September 3, 2019. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 7:0

Approval of September Semi-Monthly Bills: Motion was made by Alderwoman Killey, and seconded by Alderman Surratt, approving payment of the September semi-monthly bills in the total amount of $ 109,100.12. Aye: Aldermen Chmielewski, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay: 0 Motion carried 7:0

Mayor Robinson

Mayor Robinson mentioned briefly that the Illinois Municipal League has posted a list of frequently asked questions on its website about marijuana and the sale of and dispensaries in local communities. The Mayor encouraged all the aldérmen to read and research information other communities have posted about the use of marijuana.

Foster, Buick, Conklin & Lundgren, LLC:

Attorney Harrill told the council about a meeting set for September 12th at the DeKalb County Farm Bureau that will be a discussion about cannabis.

Deputy City Clerk Teckenbrock No Report

City Treasurer Webber: No Report

Director of Public Works / City Engineer Horak

Mr. Horak reported the Plan Commission regular meeting scheduled for September 10th had been cancelled.

Horak asked for a motion to approve a payout to Meadowvale of $ 20,344.80 for reimbursement of sewer user charges. Alderman Redden made a motion to approve, motion seconded by Alderman Kelleher. Motion carried 7-0.

Horak asked for a motion to approve a pay request #1 for Universal Asphalt & Excavation, Inc in the amount of $ 125,451.61 (2019 MFT (19-00000-01-GM) to be expensed from 110.0000.90.6860. Motion made by Alderman Redden, seconded by Alderman Kelleher. Motion carried 7-0

Horak also talked about repairs at the intersection of County Line Road and E. 2750th Road. Alderman Surratt asked if this was in the City of Sandwich. Mr. Horak reported part of the intersection and the guard rail were the responsibility of the City of Sandwich.

Chief Bianchi:

Chief Bianchi told the council about a fundraising golf outing coming up September 21st at Edgebrook to raise funds for the Sandwich CUSD Disaster Preparedness. Some grants have been secured to help raise funds and the golf outing is being held to raise more funds for the project.

EMA Ciciora: No Report

Alderwoman Chmielewski: Alderwoman Chmielewski continued her recent discussion about a sign making equipment possibly available from the Village of Bensenville for $ 4,500.00. She reported that signage done in house if the equipment was purchased could be done for approximately $ 21.50 each. Signs ordered would cost about $ 42.50. More discussion was generated and will continue before a decision is made about a possible procurement. Several Aldermen noted other needs that were perhaps more pressing at the current time.

Alderman Dell: Absent

Alderman Kelleher: Alderman Kelleher mentioned the Sandwich Fair and a possible tent or presence at the Fair by the City. Mayor Robinson noted that volunteering time at the Sandwich Area Chamber of Commerce booth would make good sense.

Alderwoman Killey advised that the next finance committee meeting will be held on Tuesday, September 16, 2019.

Alderman Kreinbrink: No Report

Alderman Redden: Mentioned Illinois Department of Transportation report (Schedule B) and that it was difficult and interesting reading at the same time. Encouraged other Aldermen to read.

Alderman Robinson: information on some vacation rollover and also the Taste of Sandwich which will be September 25th this year.

Alderman Surratt: No report

New Business: None

Audience Comments: Jim Wyman asked Mr. Horak about Meadowvale as to when they might be able to get their pre-treatment online. Mr. Horak noted he did not know at this time.

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Kelleher to adjourn the Regular Council meeting at 7:26 PM. Motion carried unanimously by viva voce vote.
