City of Sandwich Committee of the Whole met Dec. 16.

Here is the minutes provided by the committee:

Mayor Robinson called the Committee-of-the-Whole Council Meeting to order at 7:00 PM

Roll call was taken:

Present: Mayor Robinson, City Clerk Ii, Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden & Surratt

Also present: Attorney Lundgren, Department of Public Works / City Engineer Horak, Chief Bianchi & EMA Director Ciciora

Absent: City Treasurer Webber

Mayor Robinson:

Executive Session: Mayor called for Executive Session at the end of the meeting for pending litigation under 5 ILCS 120/2(c)(11).

Metra – Kendall County Extension Study: Metra Railway is seeking community input on extending service into Kendall County and in particular, Sandwich. Information sought includes ridership interest, destinations (in particular Chicago), and environmental impact. Mayor Robinson encouraged the community to visit the website metrarail.com/kendallextension for more information.

Foster, Buick, Conklin & Lundgren, LLC: No report 

City Clerk Ii: No report

City Treasurer Webber: Absent

Director of Public Works / City Engineer Horak:

(1) 2018 International Energy Conservative Code: As of July 1, 2019, the Illinois Energy Conservation Code utilizes the 2018 Edition of the International Energy Conservation Code. This is mandated and is not restrictive to the City. It was noted there was little change from the previous edition.

(2) Plan Commission Meeting: A workshop discussion was held on December 10, 2019, regarding possible zoning options and criteria for cannabis establishments. A public hearing before the Plan Commission will be held at the February 11, 2020 regular meeting to discuss zoning text amendments.

(3) Zoning Board of Appeals regular meeting of Tuesday, December 17, 2019 has been cancelled.

(4) 2019 Gletty Road Cleanup Project: Engineer Horak reported that he will be investigating other options to move forward with the project.

(5) 2019 Subbasins A & E Sanitary Sewer Evaluation Survey: The final report is to be delivered to the City by January 17, 2020.

(6) 2019 NPDES Permit Planning & Sewer Rate Study: EEI (Engineering Enterprises, Inc) presentation is tentatively scheduled for February 3, 2020.

Chief Bianchi: No report

EMA Ciciora: No report

Alderwoman Chmielewski: No report

Alderman Dell: No report

Alderman Kelleher: No report

Alderwoman Killey advised that the finance committee meeting will be held following the COW meeting after a short break.

Alderman Kreinbrink : No report

Alderman Redden: A strong advocate, Alderman Redden urged the Council to consider hiring a city administrator for the future of the City. He explained that such employment should be viewed as the cost of doing business while allowing the City to operate more efficiently and provide accountability. He would like the Council to seriously consider a city administrator in preparation of the upcoming budget.

Alderman Robinson reported on staff requests for rollovers and payoust of unused vacation hours: Michele Hoisington, rollover of 19 hours; Jennifer Marcellis, rollover 80 hours and payout of 10 hours; Sean Horan, payout of 60 hours; and Greg Karge, rollover of 48 hours. No action was required on the part of the Council.

Alderman Surratt: No report

New Business: None

Audience Comments: WSPY reporter, Jim Wyman, asked questions relating to the definition of the Illinois Energy Conservation Code; consideration of a part-time City Administrator; the extension of Metra rail service to Sandwich, and information on a possible RTA (Regional Transportation Authority) tax to be imposed.

Executive Session: Motion made by Alderman Kelleher and seconded by Alderman Redden to go into executive session at 7:22 PM, pursuant to Section 2(c)(11) “Litigation, when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent”. Aye: Aldermen Chmielewski, Dell, Kelleher, Killey, Kreinbrink, Redden, Robinson & Surratt Nay:0 Motion carried 8:0

It was noted that no action would be taken resulting from the Executive Session.

Motion to return from Executive Session: Motion made by Alderman Surratt and seconded by Alderman Kelleher return to regular session at 8:07 PM. Motion carried unanimously by voice vote.

Adjournment: There being no further business to come before the Council, motion made by Alderman Redden and seconded by Alderman Surratt to adjourn the Committee-of-the-Whole Council meeting at 8:08 PM. Motion carried unanimously by viva voce vote.
