City of Sycamore Board of Fire & Police Commissioners met March 12.

At 8:04 A.M., Commissioner Dembinski called the meeting to order.
Roll Call: Commissioner Dembinski, Commissioner Stouffer, Attorney Kevin Buick, Recording Secretary Maggie Peck, and Chief Winters. Chairman Massey arrived at 8:07 a.m.
Approval of the Agenda
Motion
Commissioner Stouffer made the motion to approve the agenda. Commissioner Dembinski seconded the motion.
Vote
Commissioners voted 2 aye – 0 nay; motion carried.
New Business
A. Review of Background Investigation information for police officer candidates and possible action on Examination element.
Chief Winters began by discussing background of candidate Torres. Chief Winters shared his concern over information that was presented during the personal background form that candidates are required to fill out. He shared information about his past drug usage and financial stability concerns. Chief Winters recommended to the Board that candidate Torres fail the background.
Chairman Massey asked for a motion to fail background of candidate Torres based on the examination element.
Motion
Commissioner Stouffer made a motion to fail candidate Torres based on the examination element, Chairman Massey seconded the motion.
Commissioner Stouffer asked the question as to whether this would keep candidate Torres from participating in our Entry-Level Police Officer testing process in the future. Both Recording Secretary Peck and Attorney Buick informed the Board that he would still be able to participate in a future testing process.

Commissioners voted 3 aye – 0 nay; motion carried.
B. Review and possible action of current Certified Police Officer List.
Chief Winters informed the Board that currently all three of the remaining candidates on the Certified List have expressed in writing their intent for various reasons to no longer be considered as a candidate on the Certified List. Therefore, it is requested that the Board begin the process to open up and create a new Certified Police Officer List.
Motion
Chairman Massey made a motion to begin the process for anew Certified Police Officer List, Commissioner Stouffer seconded the motion.

Commissioners voted 3 aye –0 nay; motion carried.
Adjournment Motion
Commissioner Dembinski made a motion to adjourn at 8:21 a.m. and Chairman Massey seconded.
