12. RESOLUTIONS

A. Resolution No. 839—A Resolution Authorizing Disposal of Certain City Property. According to the City’s Purchasing Manual and Accounting Guidelines, property determined by the City Manager or department head to be no longer usable for City operations, and of greater value than $500.00 will be submitted for public or on-line auction or via trade-in. All appraisals of aforesaid equipment shall be made by the department head. Last winter, the Council approved the purchase of a new sweeper to replace the 1998 Elgin Pelican P Sweeper. With the disposal of the below property the City will be left with two sweepers to maintain the streets.

Resolution 839 authorizes the disposal of the following property: 1998 Elgin Pelican P Sweeper (Estimated $5,000 value)

The sweeper will be listed on the Wisconsin Surplus Auction site for sale. The City’s Public Works Department has been successful achieving fair value for equipment using this service.

City Council approval is recommended.

B. Resolution No. 840—A Resolution Authorizing the Mayor to Sign a Letter of Understanding to Incorporate the Future Traffic Signal Maintenance at Illinois 23 and Mt. Hunger Road into the Intergovernmental Agreement for Governmental Body Maintenance of Traffic Control Devices (“Master Agreement”) between the City of Sycamore and the Illinois Department of Transportation.

The Illinois Department of Transportation (IDOT) enters into agreement with local municipalities to define shared maintenance costs related to traffic signals at certain intersections.

The agreements, commonly called “Master Agreements” outline each parties responsibility based on the number of legs that are controlled by the State, the County and the City.

With a traffic signal planned for Route 23 and Mt. Hunger Road, the Illinois Department of Transportation is proposing to incorporate the new signal into the Master Agreement. Given there will be three legs of this particular intersection, IDOT will be responsible for 67% of the energy and maintenance costs while the City will be responsible for 33%.

A traffic signal at this intersection has been requested by residents for several years and with the continued construction of the Old Mill Park Retirement Community, traffic warrants have been met to permit and construct the signal.

City staff is working with Developer Brian Grainger to determine a schedule for when the signal will be installed. Moving through the permitting process and incorporating the maintenance into the Master Agreement is a significant step toward making this signal a reality. Action on Resolution 840 would authorize the Mayor to sign a Letter of Understanding with IDOT to add this signal to the Master Agreement.

City Council approval is recommended.

13. CONSIDERATIONS

A. Consideration of a Recommendation from the Public Works Department regarding the Award of the Bid of the IL Route 64 Asphalt Stamping Project.

This project includes replacement of the stamped asphalt crosswalks on IL Route 64. The Illinois Department of Transportation has hired Curran Contracting to mill and repave IL Routes 23 and 64. By doing so the crosswalks will be removed. In order to replace the crosswalks, the City advertised and accepted bids for asphalt stamping and the bordering thermoplastic markings.

The project consists of eleven locations on IL Route 64 between Maple and California Streets.

This project and additional material that will be required by Public Works to paint the stamped crosswalks was included the FY2021 budget.

The City only received one bid from Gallagher Asphalt of Thornton, IL for $25,448.20, which is less than the Engineer’s Estimate of $31,611.20. Therefore, staff recommends awarding the contract to Gallagher Asphalt of Thornton, IL in the amount of $25,448.20.

City Council approval is recommended.

B. Consideration of a Presentation of the 2019 Fire Department Annual Report. Fire Chief Pete Polarek will present the Department’s Annual Report. The report highlights the

Department’s activity over the past year and offers a statistical comparison with prior years. The report will be available at the Fire Department and on the City’s website at www.cityofsycamore.com.

C. Consideration of an Administration Request for Closed Session to Review Closed Session Meeting Minutes.
