City of Sandwich Finance Committee Met August 17

City of Sandwich Finance Committee met Aug. 17.

Here is the minutes provided by the committee:

Chairwoman Killey called the meeting to order at 7:25 PM.

Roll call was taken:

Present: Aldermen Dell, Killey & Kreinbrink

Also Present: City Clerk Ii & WSPY Correspondent Jim Wyman

Review of Semi-Monthly Bills: Bills were reviewed to be submitted for payment approval at the Regular Meeting of August 24th, 2020. Question was raised regarding an invoice from the Law Firm of Heyl Royster in the amount of $448.00. Clerk Ii explained that as part of the annual audit, auditors reach out to law firms that represented the City during the audit period. Auditors will then send a letter for confirmation. This particular law firm represented the City last year and again in January, 2020. She also noted that they are the only law firm that charges the City to sign the confirmation letter for the auditors.

Old Business: Update on proposed purchasing policy has been tabled until September 8th due to computer issues.

New Business: City Clerk Ii explained that when the Municipal Code was recodified in 2017, the City entered into a new contract. In attempts to submit a request for Supplement 1 to the Municipal Code, it was discovered that City had contracted for a premium contract with components that the City does not use nor has need because of the population size. She was able to reduce the annual online support from $1,340 to $550 annually. She cautioned that the Supplemental 1 cost presently exceeds $6,000. The Clerk is trying to re-negotiate the contract to lower the cost but fears she will be unsuccessful for the Supplement 1. Alderman Pete Dell suggested that she contact Attorney Kevin Buick who had been instrumental in the recodification process in 2017. Clerk Ii will provide an update at the September 8th meeting.

Audience Comments: WSPY Correspondent, Jim Wyman, questioned the status of the Little Rock Creek Watershed and what the City is receiving in return from the invoices presented for payment approval.

Adjournment: There being no further business to come before the Committee, motion made by Alderwoman Killey, and seconded by Alderman Dell, to adjourn at 7:50 PM. Motion carried unanimously by voice vote.
