PLANNING & ZONING COMMITTEE

a. Ordinance O2020-42: Approval of a Special Use Permit for a Solar Garden for Property Located on the Southeast Corner of Crego and Keslinger Roads, in Afton Township. The DeKalb County Board hereby approves a Special Use Permit (AF-20-30), with conditions as outlined in the Ordinance, requested by Illini Power (Cenergy) for the construction and operation of a 2-megawatt, 14.16- acre Solar Garden (Whiskey Acres 1) on property located on the southeast corner of Crego and Keslinger Roads, in Afton Township (P.I.N.: 11-12-100-014). Committee Action: Moved by Mr. Jones, seconded by Mr. Frieders and approved unanimously by roll call vote.

b. Ordinance O2020-43: Approval of Special Use Permit for a Solar Garden for Property Located on the Southeast Corner of Crego and Keslinger Roads, in Afton Township. The DeKalb County Board hereby approves a Special Use Permit (AF-20-31), with conditions as outlined in the Ordinance, requested by Illini Power (Cenergy) for the construction and operation of a 2-megawatt, 13.59- acre Solar Garden (Whiskey Acres 2) on property located on the southeast corner of Crego and Keslinger Roads, in Afton Township, co-located with Whiskey Acres 1 (P.I.N.: 11-12-100-014). Committee Action: Action: Moved by Mr. Jones, seconded by Mr. Frieders and approved unanimously by roll call vote.

c. Ordinance O2020-44: An Ordinance Amending Article 5 of the DeKalb County Zoning Ordinance Regarding the Keeping of Chickens on Residential Lots. The DeKalb County Board hereby approves the Zoning Text Amendments as set forth in the Ordinances related to allowing for the keeping of chickens on residential properties of less than two (2) acres. Committee Action: Moved by Ms. Willis, seconded by Mr. Roman and approved unanimously by roll call vote.

COUNTY HIGHWAY COMMITTEE

a. Resolution R2020-64: MFT Resolution for 2021 General Maintenance Project. The DeKalb County Board hereby authorizes the expenditure of MFT funds in the total amount of $1,819,900.00 for the purpose of maintaining streets and highways under the applicable provision of the Illinois Highway Code from January 1, 2021 to December 31, 2021. ECONOMIC DEVELOPMENT COMMITTEE

a. Ordinance O2020-45: An Ordinance Authorizing Boundary Modifications to the Area Known as the DeKalb County Enterprise Zone (Conserv FS). The DeKalb County Board hereby approves and concurs with expanding the boundary of the DeKalb County Enterprise Zone to include those areas as described in Exhibits “A” and “B,” also referred to as Amendment 3 to the Zone Boundary, and further approves an amendment to the DeKalb County Enterprise Zone Intergovernmental Agreement to reflect modifications to the Legal Description of the Enterprise Zone as reflected in said Ordinance and authorizes and directs the Chairman of the DeKalb County Board to sign and execute said Agreement on behalf of DeKalb County, Illinois. FINANCE COMMITTEE

a. Resolution R2020-65: Approving a Line-of-Credit for Voluntary Action Center of Northern Illinois. The DeKalb County Board does hereby authorize the County Board Chairman to sign a Consent and Agreement that provides security for a $600,000.00 line of credit from First National Bank of Omaha to Voluntary Action Center of Northern Illinois, with repayment to be secured in part by payments due to the County from the Illinois Department of Transportation Downstate Operating Assistance Program Grant award in the amount of $884,260.00 under State Fiscal Year 2021 Contract Number 5187 and Grant Number OP-21-08-IL, whereby the security for repayment is not a loan by the County, but is the result of the County acting as a pass-through entity in regards to grant proceeds received from the State of Illinois that have been earned by, and are payable to, Voluntary Action Center of Northern Illinois for services performed under such grant. b. Resolution R2020-66: A Resolution to Rescind the Land Use Provisions for a Transportation Facilities Provided for in Resolution R2012-78. The DeKalb County Board does hereby rescind the provisions of Resolution #2012-78, dated November 21, 2012, resulting in no longer offering the use county-owned land along Barber Greene Road in DeKalb, specifically Parcel #08-13-200-020, for a new Transportation Facility as the need for such a facility for the County’s partner, the Voluntary Action Center, to provide transportation services for non-urban areas of the County no longer exists. This Resolution is effective immediately. Committee Action: Moved by Mr. Frieders, seconded by Mr. Campbell and approved unanimously by roll call vote.

c. Ordinance O2020-46: Adoption of the FY 2021 Tax Levy. The DeKalb County Board hereby approves to levy upon all the taxable property within DeKalb County, as assessed, for the calendar year beginning January 1, 2020 and ending December 31, 2020, and to be collected for fiscal year beginning January 1, 2021 and ending December 31, 2021, in the total amount of $24,367,000. Committee Action: Moved by Mr. Faivre, seconded by Mr. Osland and approved unanimously by roll call vote.

b. Ordinance O2020-47: Adoption of the Annual Appropriation and Budget Ordinance for Fiscal Year 2021. The DeKalb County Board hereby approves that the monies received by the County Treasurer from taxes and other revenues, for the use of DeKalb County during the Fiscal Year starting January 1, 2021 and ending December 31, 2021 are hereby appropriated as set forth in the attached nineteen (19) pages for the purpose necessary for DeKalb County to carry out its responsibilities in the total amount of $98,084,300. Committee Action: Moved by Mr. Faivre, seconded by Mr. Osland and approved unanimously by roll call vote.

c. Claims to be Paid in November 2020: Move to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $6,940,431.06.

EXECUTIVE COMMITTEE

a. Resolution R2020-67: Approval of Intergovernmental Agreement for City of DeKalb TIF District. The DeKalb County Board hereby approves the attached “2020 Intergovernmental Agreement Relating to Tax Increment Financing Districts” with the various taxing bodies within the City of DeKalb’s Tax Incremental Financing District, and further authorizes and directs the County Board Chairman to sign said document on behalf of the County of DeKalb. Committee Action: Moved by Mr. Faivre, seconded by Mr. Frieders approved unanimously by roll call vote.

b. Resolution R2020-68: Approval of 2021 Regular Meeting Schedule. The DeKalb County Board has reviewed the recommendation from the Executive Committee and hereby approves the DeKalb County Board Regular Meeting Schedule for the 2021 calendar year, as attached to this Resolution. Committee Action: Moved by Mrs. Emmer, seconded by Ms. Leifheit and approved unanimously.

c. Resolution R2020-69: Release of Executive Session Minutes. The DeKalb County Board does hereby concur in the recommendation of the DeKalb County Executive Committee and hereby directs the Clerk of the Board to make the minutes of the meetings as described in the Resolution available for public inspection. Committee Action: Moved by Ms. Leifheit, seconded by Mr. Porterfield and approved unanimously.

d. Resolution R2020-70: Appointment of Interim County Administrator. The DeKalb County Board hereby appoints Gary H. Hanson as the Interim County Administrator as of January 1, 2021 at an hourly rate of $92.20, with said hours limited to no more than 599 hours in total, and that this appointment will end with the starting date of the new County Administrator. Committee Action: Moved by Mr. Faivre, seconded by Mr. Stoddard and approved unanimously by roll call vote.

e. Resolution R2020-71: Approval of AFSCME Council 31, Local No. 3537 Labor Contract Extension. The DeKalb County Board does concur in the recommendation of its negotiators and does hereby ratify and extend the existing five-year labor contract with AFSCME Council 31, Local 3537 for one year, from January 1, 2021 through December 31, 2021, as stipulated on Attachment A to this resolution and does direct the Chairman to execute the contract as prepared by the County’s Labor Attorney and further directs the staff to implement said contract in a timely fashion. Committee Action: Moved by Ms. Leifheit, seconded by Mrs. Emmer and approved unanimously by roll call vote.

f. Resolution R2020-72: Approval of County Employee Handbook. The DeKalb County Board does hereby concur with the recommendation of the Ad Hoc Rules Committee and approves the Employee Handbook, effective December 1, 2020, as attached to this Resolution as Exhibit A, which is a total replacement of all previous versions, and that the County Administrator is hereby charged with making this document readily available to current and future employees.
