City of Sandwich Finance Committee met Sept. 21.

Here is the minutes provided by the committee:

Chairwoman Killey called the meeting to order at 7:39 PM.

Roll call was taken:

Present: Aldermen Dell, Killey & Kreinbrink 

Also Present: City Clerk Ii, Alderman Whitecotton & WSPY Correspondent Jim Wyman

Regular Meeting of September 28 , 2020. Question was raised regarding a refund to Ag Tech for $11,000.00. Reimbursement was from a security deposit for a culvert installation by Ag Tech onto their property via Gletty Road.

Old Business: Committee discussed changes to the proposed purchasing policy. The proposed policy will be reviewed by Engineer Horak before presented to the City Council. Committee agreed to eliminate personnel language that is repetitive to the Personnel Policy that was approved in April, 2020.

New Business: In a discussion with City Attorney Kevin Buick pertaining to Municode, Clerk Ii was advised it would be cost prohibitive to consider changing vendors at this time. The recodification process cost is roughly $35-50,000. Under the 2018 contract, annual supplements would cost approximately $2,000.00. The City’s Municipal Code has not been updated since 2017 hence the expense of $6,920.00 for the 1st supplemental. Attorney Buick also recommended that the City not consider self-publishing to save costs. The main concern was staff responsibility and maintaining the site.

Audience Comments: WSPY Correspondent, Jim Wyman, questioned an invoice from Busted Knuckles for $2,513.00. They had removed twelve parkway tree stumps.

Adjournment: There being no further business to come before the Committee, motion made by Alderman Kreinbrink, and seconded by Alderwoman Killey, to adjourn at 8:37 PM. Motion carried unanimously by voice vote.
