REPORTS and ACTION
A. COVID-19-Don Goncher reminded the Board that the governor’s executive order has been extended to December 14, 2020. Please wear masks in public locations and maintain 6' social distancing.
B. ANNUAL AUDIT REPORT--JENNIFER MARTINSON, LAUTERBACH & AMEN LLP
Jen Martinson thanked Cindy for all her work and assistance during the audit process. A clean audit opinion has been issued. She went through financial highlights for the Village.
C. VILLAGE ENGINEER-NORM BEEH
Don Goncher gave Norm's status report: On 11/17/2020 the IEPA revised their standard bid document, Norm is currently revising the well house/filtration system specifications accordingly. The EPA Application for sanitary sewer replacement on West Navaho was filed and is being reviewed; it should be approved within 60-90 days. The permanent easement along Preserve Road has been delayed due to an ownership transition of the property. Design plans for North Illini Street are being completed.
D. MAINTENANCE REPORT-BUD FORRER
Been picking up leaves for about a month. Clutch went out in leaf vac and it is now been replaced and leaf vac is working again. 5 water shut offs were done and all are back on now. Santa went up on Water Tower today since weather was decent. Ornaments were put up on streetlights, a few don’t have power and electrician will be coming to look into power. Buddy is looking into logistics of power at Water Tower Park. 8 old radios being replaced and more being installed in hard to access locations as able to with COVID-19.
E. SHABBONA PATHWAY COMMITTEE—MARC CINNAMON
Working with Shabbona Lake State Park on path entry into park. Committee is still working on easements.
F. SHABBONA HORTICULTURAL COMMITTEE—MARC CINNAMON
Tree contractor came back and pruned the oak trees. Don and Sue Goncher planted at welcome signs so there will be spring flowers. All signs have been cleaned up for winter.
G. SHERIFF REPORT - Reviewed Sheriff’s report.

B. TREASURER’S REPORT -David Simpson motioned to accept the Treasurer’s report, Josh Clark seconded. Roll Call Vote: Frank Ottengheime-aye, Josh Clark-aye, Jamie Deutsch-aye, Marc Cinnamon-aye, David Simpson-aye, Richard Lockowitz-absent. 5-0-1 absent, Motion carried.
C. UTILITY BILL ISSUES—Cindy is still dealing with getting 115/117 Comanche outstanding bill paid, lien is still in place. Keith Foster is working with Cindy on resolving this.
D. TAX LEVY ORDINANCE: Keith Foster said that tax levy was figured at 2.3%, which is higher than last year taxes as the inflation rate for DeKalb County is at 2.3%. Tax Levy was allocated with same proportions as last year. Josh Clark motioned to approve Tax Levy Ordinance, Marc Cinnamon seconded. Roll Call Vote: Marc Cinnamon-aye, Jamie Deutsch-aye, Josh Clark-aye, Richard Lockowitz-absent, David Simpson-aye, Frank Ottengheime-aye. 5-0-1 absent, Motion carried.
OLD BUSINESS
A. FINANCIAL LINE ITEMS FOR LONG-TERM WATER & SEWER PROJECTS
Don Goncher tabled as he is working on getting additional information that was requested by Infrastructure Committee.
B. INFRASTRUCTURE: STREET & ROAD PROJECTS FOR 2021
Marc Cinnamon said that based on dollar per square yard, he estimated how much it would cost to do Village streets. Marc said that Board needs to make sure Village streets are included in DeKalb County spring bids. Currently $157,000 in MFT available, could do an extended number of streets in 2021 if pricing is similar to DeKalb County's 2020 price per square yard. There are a few streets that need additional work and they would not be part of 2021 plan. Since next round of street work will be done in FY21, it will be appropriated for FY21.

Employee Policies are now required by Insurance Company for Village liability insurance. Marc Cinnamon motioned to approve ADA Policy, Discrimination Policy, Diversity Equity and Inclusion Policy, Employee Conduct and Disciplinary Policy, and Hiring and Interview Policy. David Simpson seconded. Frank Ottengheime said he wasn’t voting for any of these policies as he hasn’t had time to read them and he had voted on a zoning change and said he was sorry he voted on it as he hadn’t read it either. Roll Call Vote: Richard Lockowitz-absent, Jamie Deutsch-aye, David Simpson-aye, Josh Clark-aye, Marc Cinnamon-aye, Frank Ottengheime-no. 4-1-1 absent, Motion carried.
