a. Approval of Regular Council Meeting Minutes of February 22, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of March 1, 2021

c. Approval of February bills totaling $ 147,523.73

d. Ordinance 2021-01 titled “An Ordinance Amending Chapter 70, Streets & Sidewalks, Article 1, in Genera, Section 70-17, Barbed Wire or Electric Fences of the City of Sandwich Municipal Code” presented for passage. Ordinance deletes Section 70-16 in its entirety and replaces with new text.

e. Ordinance 2021-02 titled “An Ordinance Amending Chapter 98, Zoning, Article I, in General, Section 98-3, Rules and Definitions, Subparagraph (2), Definitions, of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Section 98-3 by amending the definition of “lot coverage” and “structure”.

f. Ordinance 2021-03 titled “An Ordinance Amending Chapter 98, Zoning, Article II, Zoning Districts and Regulations of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Sections 98-32 thru, and inclusive, 43 by adding an additional paragraph “yard requirements”.

g. Ordinance 2021-04 titled “An Ordinance Amending Chapter 98, Zoning, Article V, Supplemental Regulations, Section 98-138, Home Occupation Standards of the City of Sandwich Municipal Code” presented for passage. Ordinance amends Section 98- 138 by adding an additional paragraph “construction companies”.

Mayor’s Report: Rich Robinson

1. Ordinance 2021-05 titled “An Ordinance Authorizing the City Council of the City of Sandwich, DeKalb and Kendall Counties, Illinois, to Proceed with the Financing Set Forth in Ordinance No. 2020-19” presented for first reading. Council reserves the right to waive first reading. Financing of bonds will be used to fund the new public safety building.

1. Resolution 21-02 titled “A Resolution to Amend Liquor License Renewals for the Fiscal Year 2021-2022” presented for adoption. By Resolution, renewal liquor licensing fees would be reduced by 50% beginning May 1, 2021 until midnight April 1, 2022. The fee reduction is not applicable for new liquor license applications.

a. PC2021-07: Ejup Rushani, located at 528 E. Church Street Sandwich Il 60548 (PN 19.36.132.013) is requesting a special use permit to allow for B2/R-3 in a B-2 zoning district.

2. Wastewater Treatment Facility – 1120 E. Church Street

a. Engineering Enterprises, Inc. Engineering Services Proposal – March 22, 2021.

b. Proposed Sewer User Rate Increase – March 22, 2021.

c. Sewer Reserve Fund – Reserve Policy Amount – March 22, 2021.
