City of Sandwich City Council met July 26.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:00 PM followed by the Pledge of Allegiance led by Alderman Fritsch

Roll call was taken:

Present: Mayor Latham, City Clerk Ii, Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Quorum established

Also present: Attorney Harrill, Director of Public Works / City Engineer Horak, Chief Bianchi, City Treasurer Dell, Building Official Steffens & EMA Director Ciciora

Audience Comments: Jim Wyman, WSPY Correspondent, questioned if the bid amounts should be made public and listed on the agenda. Response: Because of the volume of bids, the amount do not need to be listed separately on the agenda, and will be made public once approved by the Council.

Mr. Wyman also inquired as to what is being manufactured by the rezoning of 2600 E. Church Street to “M-2 General Manufacturing”. Response: Nothing is being manufactured. Proposed usage of the property no longer fits the description of “B-3 Service, Automotive and Whole Business”; however, the new proposed usage fits the definition of M-2 zoning. Proposed usage of said property will include construction, refurbishing, and storage of construction equipment.

Consent Agenda: Motion made by Alderwoman Johnson and seconded by Alderwoman Killey to adopt the Consent Agenda as presented. Motion carried unanimously on voice vote.

a. Approval of Regular Council Meeting Minutes of July 12, 2021

b. Approval of Committee-of-the-Whole Meeting Minutes of July 19, 2021

c. Approval of May, 2021 Treasurer’s Report & Financials

d. Approval of July bills totaling $ 101,153.90

Mayor Latham

a. Ordinance 2021-10 entitled “An Ordinance Amending Chapter 82 ‘Traffic and Vehicles’ Article II “Operation of Vehicles’, Division 3 ‘Through, One-Way and Yield Streets; Stop Intersections’, Sections 82-81 ‘Stop Streets’ and 82-82 ‘Yield of Right-of-Way’ of the municipal Code in the City of Sandwich” presented for first reading. By Ordinance approval, a stop sign will be erected at the intersection of Joles and 2nd Streets.

Motion made by Alderman Holcomb to waive first reading of Ordinance 2021-10. Alderman Fritsch seconded. Motion carried unanimously via voice vote.

Alderman Littlebrant moved to adopt Ordinance 2021-10 as presented. Motion was seconded by Alderman Holcomb. Motion passed unanimously via voice vote.

b. Ordinance 2021-11 entitled “An Ordinance Concerning the Rezoning of the Property at 2600 E. Church Street From ‘B-3’ Service, Automotive, and Wholesale Business District to ‘M-2’ General Manufacturing District in the City of Sandwich, Illinois” presented for first reading. Council reserved the right to waive first reading. Alderman Fritsch inquired if pipeline approval was required for the rezoning. Response: No

Motion made by Alderman Robinson, and seconded by Alderman Whitecotton, to waive first reading of Ordinance 2021-11. Motion passed unanimously by voice vote.

Alderman Robinson made a motion to pass Ordinance 2021-11 as presented. Alderwoman Johnson seconded. Motion carried unanimously on voice vote.

Foster, Buick, Conklin & Lundgren Law Group: No report

City Clerk Ii asked Council that if anyone is missing a Municipal Code book to please contact her. Additional copies have been received from the printers.

City Treasurer Dell advised that next IMIC (IL Municipal Insurance Cooperative) meeting will be held on Wednesday, July 28th at 1:00 PM via remote. He also reported that according to NCICG (North Central IL Council of Government) there is money available under the ARP (American Rescue Plan). Wes Levy from Lauterbach can assist the City through the application process. Deadline is September 30th.

City Department Reports:

EMA Director: No report

Chief Bianchi: No report

Director of Public Works / City Engineer Horak

a. Brush Pickup: There will be no brush pickup during the month of July

b. Zoning Board of Appeals: The next regular ZBA meeting scheduled for Tuesday, July 27th, 2021, has been cancelled.

c. Public Safety Complex Update: Discussion started by Alderman Kreinbrink noting a $20,000 disparity in numbers from the previous week. Chris Kozak, from Harbour Engineering, explained the bid numbers are not final and were adjusted to maintain the bottom line of the project. Engineer Horak requested approval to award bid and assignment of contracts to Harbour Contractors, inc. for the public safety building.

Motion made by Alderwoman Johnson, and seconded by Alderman Robinson approving to award bid packages 02A through 16A (see attached listed as Section #1) plus including 11A “Detention Equipment & Security Electronics” for $356,500.00 to Valley Security. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried

Alderman Holcomb moved to approve with waiving of public bid requirements for bid packages 03A through 16C (see attached listed as Section #2). Alderwoman Killey seconded. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried

Motion made by Alderman Littlebrant to reject bid packages 02B through 06B (see attached shown as Section #3) due to scope of work being eliminated or rebid of trades. Alderwoman Johnson seconded. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried unanimously

Alderman Robinson moved to approve Value Engineering deductions VE1 through VE6 (see attached listed under Section 4). Alderman Whitecotton seconded. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Nay:0 Motion carried

Motion made by Alderman Fritsch to eliminate Value Engineering VE9 through VE16 as considered at the July 19th Council Meeting (see attached listed under Section 4). Motion was seconded by Alderman Holcomb. Aye: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink & Littlebrant Nay: Alderman Robinson & Whitcotton Motion carried 6:2

Alderwoman Johnson moved to approve the elimination of Value Engineering options VE7 through VE17 (see attached shown under Section 5). Alderman Littlebrant seconded. Aye: 0 Nay: Aldermen Fritsch, Holcomb, Johnson, Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton Motion failed 0:8

d. 21-00000-00-GM (Resurfacing County Line Road and Center Street / Fairwind Boulevard): Engineer Horak requested approval of Resolution 21-04 entitled “Resolution for Maintenance Under the Illinois Highway Code (BLR 14220) for the City’s general maintenance through December 31, 2021.

So moved by Alderman Kreinbrink, and seconded by Alderwoman Killey. Motion carried unanimously via voice vote.

Additionally, Engineer Horak requested approval of an Intergovernmental Agreement with Somonauk for their portion of County Line Road west of E. 2750th Road.

Motion made by Alderwoman Johnson. Motion seconded by Alderman Littlebrant. Motion passed unanimously on voice vote.

Aldermen Reports:

Alderman Holcomb said the exterior washing of the water tower on the west side of town was a great improvement but exposed much rust needing additional attention. He also thanked the City for the street light repair at Joles and Second Streets.

Alderwoman Johnson appreciated the Mayor’s weekly reports.

Alderman Kreinbrink thanked everyone for their due diligence and the decision to move forward with the public safety complex despite being cash strapped.

Alderman Whitecotton thanked Harbor Contractors representatives for explaining the contract and bidding process.

Announcements: The next Finance Committee Meeting will be held on Monday, August 2nd, 2021, following the Committee-of-the-Whole Meeting.

Mayor Latham has spoken with ComEd to conduct an audit to reduce the City’s energy usage. He also shared that he has received numerous complaints about the poor condition of Route 34 (Church Street) adding that he has requested IDOT (IL Department of Transportation) conduct more patch work. The Mayor has made contact with Representative Tom Demmer’s office stressing the poor quality of the roadway.

Mayor Latham announced that committees will meet on Wednesday, August 26th at the following times: Technology Improvement Committee at 6 PM; Historical Preservation Commission at 7 PM; and Community Improvement at 8 PM. All future meetings will be every other month on a Saturday.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderwoman Johnson to adjourn the Regular Council meeting at 8:19 PM. Motion carried unanimously via viva voce vote.
