DeKalb County Emergency Telephone System Board met Oct. 6.
Here are the minutes provided by the board:
1. CALL TO ORDER
Chairman Leverton called the meeting to order at 3:00pm.
a. Board Members Present:
Leverton, Bianchi, Grandgeorge, Hanson, Plote, Polarek, McMaster (at 3:11pm).
b. Board Members Absent:
Frazier, Redel, McAllister.
c. Guests Present:
Lt. Van Bomar, DeKalb County Sheriff.
d. Also Present:
Becky Springer, DeKalb County Treasurer; Heather Butler, 9-1-1 Coordinator, Glenna Johnson, Former 9-1-1 Coordinator.
2. Agenda
a. Leverton asked for any amendments to the agenda. A motion was made by Plote and seconded by Polarek to approve the agenda. The motion passed.
3. General Meeting Minutes:
a. A motion to approve the minutes of the September 1, 2021, meeting was made by Polarek and seconded by Bianchi. The motion passed.
4. Public Comment- None
5. Treasurer’s Report
a. Monthly Treasurer’s Report
i. Springer presented her report, no discussion. A motion to approve the September report was made by Hanson and seconded by Polarek. The motion passed.

A motion to pay the September bills was made by Hanson and seconded by Plote. Roll call vote was taken; Bianchi – Y, Grandgeorge – Y, Hanson – Y, Plote – Y, Polarek – Y, Leverton – Y. The motion passed.
6. Radio Report
a. Lt. Bomar advised the EFJ team was in City of DeKalb doing more testing and found small pockets, took back to their team. They have a radio meeting this week to decide direction. Focused on testing in DeKalb to get them on the system faster.
b. Butler advised the equipment from the Waterman tower was removed with the help of Sgt. Rubeck. Will work with same company to get the rest of the sites removed.
7. Grant Status- Butler advised she has filed the 1st QTR NG grant report early, just wanting on the reimbursements to be processed.
8. NG911 Update
a. Butler advised we are still progressing towards phase 2 in early December.
b. NINGA has a meeting next week to follow up on issues and discuss letter to be sent to Solacom.
9. Legislation –
a. Butler advised the September SAB meeting was cancelled, Governor has not reappointed members to the board.
b. FCC report on ending 9-1-1 fee diversion was released. There were 3 working groups contributing to the report, all came to similar findings. Butler highlighted a few of the findings and advised she believes IL does a good job of preventing fee diversion.

11. Coordinator’s Report –
a. Butler advised the Frontline QA software has been set up and onboarding training was completed.
b. Evans Cares cleaning completed the yearly deep clean of the centers, went well.
c. Sandwich fair was well attended, many loved the wheel again this year and the new photo frame, even the deputies.
d. Butler along with Leland fire will be doing 9-1-1 education this week at Leland schools.
e. ENP certification test is next week.
f. Congratulated 2 dispatchers, Hopkins from PD and Kness from Sheriff who both received scholarships to attend the IPSTA conference.
12. Old Business- None
13. New Business- Leverton advised there are several board members terms that end this year, will be working on appointments or re-appointments. Also advised the city is in the process of getting a recommendation for Chief Byrd to be appointed in place of Redel.
2. ADJOURNMENT- Polarek moved to adjourn the meeting, seconded by Bianchi. The motion passed. Meeting adjourned at 3:22pm.
