DeKalb County Forest Preserve District Board met Nov. 17.

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium at 9:10 p.m. President Frieders called the meeting to order and the Secretary called the roll. Those Commissioners present were Ms. Kiara Jones, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Ms. Maureen Little, Mr. Jim Luebke, Ms. Terri Mann Lamb, Mr. Jerry Osland, Mr. Roy Plote, Mr. Craig Roman, Ms. Linda Slabon, Mr. Ellingsworth Webb, Vice-President Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mr. Bill Cummings, Mr. Patrick Deutsch, Mrs. Laurie Emmer, Mr. Steve Faivre, Mr. Tim Hughes, and President John Frieders. Mr. Larry West was absent. A quorum was established with twenty-three Commissioners present and one absent.

APPROVAL OF AGENDA

Motion

Mrs. Emmer moved to approve the agenda as presented and Mrs. Lampkins seconded the motion.

Voice Vote

President Frieders called for a voice vote to approve the agenda as presented. The motion carried unanimously.

APPROVAL OF MINUTES

Motion

Ms. Crawford moved to approve the minutes of the October 20, 2021 meeting. Mr. Faivre seconded the motion.

Voice Vote

President Frieders asked for a voice vote on the approval of minutes. All Commissioners voted yea. Motion carried unanimously.

COMMUNICATIONS & PROCLAMATIONS

PUBLIC HEARING: Notice of the Proposed Property Tax Increase for DeKalb County Forest Preserve District

Mr. Roman relayed that the proposed property tax for the Forest Preserve District shows a very small increase in the total tax rate and property tax increase ($0.20 cents per year increase for a home owner and $0.03 cents per acre increase for farmland). The increase is mostly for land improvements at additional land acquisitions, trail and road improvements, staffing for forest preserve maintenance and natural resource land management, restoration and public safety. The Forest Preserve District’s property tax is less than 1% of the total taxes levied by government entities in DeKalb County.

Chairman Frieders opened the Public Hearing at 9:13 p.m.

Hearing no comments, Chairman Frieders closed the Public Hearing at 9:14 p.m.

STANDING COMMITTEE REPORTS

Claims – October 2021

Motion

Mr. Roman moved to approve the payment of claims for last month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $112,113.82. Mr. Osland seconded the motion.

Roll Call Vote

Chairman Frieders asked for a roll call vote on the approval of the October 2021 Claims. Those Commissioners voted yea were Ms. Jones, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. Webb, Vice-President Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, and President Frieders. All Commissioners presented voted yea. The motion carried unanimously.

Claims – November 2021

Motion

Mr. Roman moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $108,606.50. Mrs. Emmer seconded the motion.

Chairman Frieders asked for a roll call vote on the approval of the November 2021 Claims. Those Commissioners voted yea were Ms. Jones, Mrs. Lampkins, Ms. Leifheit, Ms. Little, Mr. Luebke, Ms. Mann-Lamb, Mr. Osland, Mr. Plote, Mr. Roman, Ms. Slabon, Mr. Webb, Vice President Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mrs. Emmer, Mr. Faivre, Mr. Hughes, and President Frieders. All Commissioners presented voted yea. The motion carried unanimously.

ADJOURNMENT

Motion

Mr. Roman moved to adjourn the meeting at 9:17 p.m. and Vice-President Willis seconded the motion.

Voice Vote

President Frieders called for a voice vote on the adjournment. Motion carried unanimously.
