City of Dekalb Citizen Police Review Board met March 31.

The Citizen Police Review Board (CPRB) of the City of DeKalb, Illinois, convened on March 31, 2022, at the DeKalb Police Department, 700 W. Lincoln Highway, DeKalb, Illinois.
A. CALL TO ORDER AND ROLL CALL
Chair Maurice McDavid called the meeting to order at 6:04 p.m.
Board Secretary Melissa Neblock called the roll, and the following members of the CPRB were present: Justin Carlson, Maurice McDavid, Kate Noreiko, Veronica Origel, and John Walker.
Others in attendance included Chief of Police David Byrd, Deputy Police Chief Jason Leverton, Police Commander Steve Lekkas, Police Commander Craig Woodruff, Police Commander Chad McNett, Police Sergeant Keith Ehrke, Police Sergeant Tony Kwasniewski and Police Sergeant Kris Mecca.
B. APPROVAL OF THE AGENDA
MOTION: Ms. Noreiko moved to approve the agenda; seconded by Mr. Walker.
VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
C. APPROVAL OF THE MINUTES
1. March 10, 2022
MOTION: Mr. Walker moved to approve the minutes; seconded by Ms. Origel.
VOTE: Motion carried by a 5-0 voice vote of the CPRB members present.
D. PUBLIC PARTICIPATION
There were no speaker request forms submitted.
E. ORIENTATION OF THE CITIZEN POLICE REVIEW BOARD MEMBERS
Police Chief David Byrd provided a brief introduction to what would be covered in the orientation for tonight’s meeting. He then provided an overview of the Police Department’s Biased Enforcement Policy (Policy 103.4). Copies of the policy were provided to the members.

Deputy Policy Chief Leverton then provided an additional overview of Police Department’s Biased Enforcement Policy (Policy 103.4).

Police Commander Woodruff then provided an overview of the Police Department’s Body Worn Camera system. He then provided a demonstration of the Body Worn Camera system.

Police Sergeant Kwasniewski then provided an overview of the Police Department’s Traffic Enforcement Policy (Policy 403.2). Copies were provided to members.

Police Commander Lekkas then provided an overview of the Police Department’s Pursuit Procedures and Stop Sticks Policy (Policy 304.2). Copies were provided to members.

Police Sergeant Mecca then provided an overview of the Police Department’s Citizen Contacts & Terry Stops Policy (Policy 401.1). Copies were provided to members.

Police Chief David Byrd thanked members of the board for the time they have invested in orientation. He discussed the board members will be scheduling ride a longs with officers. Police Commander McNett was introduced as the Patrol Commander and he will be assisting with the scheduling process. Deputy Policy Chief Leverton addressed where the policies were located for review.

It was noted that the next meeting of the CPRB is scheduled for May 5, 2022.
