DeKalb County Forest Preserve District Commissioners met May 18.

The DeKalb County Forest Preserve District Commissioners met in regular session at the Legislative Center’s Gathertorium at 7:14 p.m. President Frieders called the meeting to order and the Secretary called the roll. Those Commissioners present were Mr. Jerry Osland, Ms. Michelle Pickett, Mr. Roy Plote, Mr. Craig Roman, Mr. Ellingsworth Webb, Mr. Larry West, Vice President Suzanne Willis, Mr. Tim Bagby, Mr. Scott Campbell, Ms. Mary Cozad, Ms. Rukisha Crawford, Mrs. Karen Cribben, Mr. Bill Cummings, Mr. John Emerson, Mrs. Laurie Emmer, Mr. Steve Faivre, Mrs. Kathy Lampkins, Ms. Dianne Leifheit, Mr. Jim Luebke, Ms. Terry Mann-Lamb, and President John Frieders. Those absent were Mr. Patrick Deutsch, Ms. Kiara Jones, and Ms. Maureen Little. There was a quorum with twenty-one Commissioners present and three absent.
APPROVAL OF AGENDA
Motion
Ms. Mann-Lamb moved to approve the agenda as presented and Ms. Crawford seconded the motion.
Voice Vote
President Frieders called for a voice vote to approve the agenda as presented. The motion carried unanimously.
APPROVAL OF MINUTES
Motion
Mr. Campbell moved to approve the minutes of the April 20, 2022 meeting. Mr. West seconded the motion.
Voice Vote
President Frieders asked for a voice vote on the approval of minutes. All Commissioners present voted aye. Motion carried unanimously.
Mr. Patrick Deutsch arrived. There were now Twenty-two Commissioners present and two absent.
PUBLIC COMMENTS
There were no public comments.
STANDING COMMITTEE REPORTS
Resolution FP-R2022-02: A Resolution Approving Year-End Budget Amendments for FY2021 Motion
Mr. Roman moved that the DeKalb County Forest Preserve District Commissioners do hereby approve the appropriation and budget transfers as set forth in the attached Exhibit A to this Resolution for the Fiscal Year ending December 31, 2021. Mr. Webb seconded the motion as presented.

President Frieders called for a roll call vote on the motion as presented. Those Commissioners voting aye were Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Roman, Mr. Webb, Vice-President Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Ms. Leifheit, Mr. Luebke, Ms. Mann-Lamb, and President Frieders. All Commissioners present voted yea. Motion carried unanimously.
Claims – May 2022
Motion
Mr. Roman moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $361,313.04. Ms. Mann-Lamb seconded the motion.

President Frieders asked for a roll call vote on the motion to approve and payment of the District’s May 2022 Claims. Those Commissioners voting aye were Mr. Osland, Ms. Pickett, Mr. Plote, Mr. Roman, Mr. Webb, Vice-President Willis, Mr. Bagby, Mr. Campbell, Ms. Cozad, Ms. Crawford, Mrs. Cribben, Mr. Cummings, Mr. Deutsch, Mr. Emerson, Mrs. Emmer, Mr. Faivre, Mrs. Lampkins, Ms. Leifheit, Mr. Luebke, Ms. Mann-Lamb, and President Frieders. The motion carried unanimously.
OLD BUSINESS / NEW BUSINESS
Photos were provided illustrating the completion of the Russell Woods Bridge Replacement Project, and other various activities that have been happening throughout the various preserves in the County.

Mr. Luebke moved to adjourn the meeting at 7:21 p.m. and Ms. Pickett seconded the motion.

President Frieders called for a voice vote on the adjournment. Motion carried unanimously.
