City of Sycamore City Council met April 18.

Here are the minutes provided by the council:

ROLL CALL

Mayor Braser called the meeting to order at 7:00 p.m. and City Clerk Mary Kalk called the roll. Those Alderpersons present were: David Stouffer, Alan Bauer, Nancy Copple, Jeff Fischer, Josh Huseman, Pete Paulsen, and Virginia Sherrod. Alderman Chuck Stowe was absent. City Attorney Keith Foster was also present.

MOTION

Alderperson Copple motioned to approve the agenda and Alderperson Sherrod seconded the motion.

VOICE VOTE

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

CONSENT AGENDA

A. Approval of the Minutes for the Regular City Council Meeting of April 4, 2022.

B. Payment of the Bills for April 18, 2022 in the amount of $530,938.42

MOTION

Alderperson Bauer motioned to approve the Consent Agenda and Alderperson Fischer seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Stouffer, Bauer, Copple, Fischer, Huseman, Paulsen, and Sherrod voted aye. Motion carried 7-0.

PUBLIC HEARINGS

ORDINANCES

A. Ordinance No. 2021.34 – An Ordinance Concerning the Adoption of the Combined Budget and Appropriation Ordinance for the Fiscal Year 2022-23 in the City of Sycamore, Illinois. Second Reading.

City Manager Michael Hall said that this is the final reading and said that in the past they would always approve the budget and then approve the positions and pay ordinances. This is just one ordinance combined all together where you will see all the positions along with the salaries.

Alderman Huseman asked in regards to expenses, if there are any expenses that are tied to the CPI index that will cause some concern in terms of contractual increases.

Public Works Director Matt Anderson said that the Waste Management contract is set and not tied to the CPI index, however, the WRT contract has two components where the variable charges are tied to the CPI.

MOTION

Alderperson Bauer motioned to adopt Ordinance 2021.34 and Alderperson Huseman seconded the motion.

RESOLUTIONS

A. Resolution No. 910 – A Resolution Requesting a Permit from the Illinois Department of Transportation to Allow for Elliott & Wood, Inc. to Complete Watermain Work within the Illinois Route 64 Right-of-Way.

City Manager Michael Hall said that this is a resolution that IDOT (Illinois Department of Transportation) requires the city to pass as part of their process for permission to work in the right-of-way.

MOTION

Alderperson Fischer motioned to approve Resolution 910 and Alderperson Stouffer seconded the motion.

VOICE VOTE

Mayor Braser called for a voice vote to approve the motion. All Alderpersons voted aye. Motion carried 7-0.

CONSIDERATIONS

A. Consideration of Recommendation from Public Works to Award a Contract in the Amount of $107,000.00 to Baxter & Woodman, Inc. of Mokena, IL for the Development of an Industrial Pretreatment Program.

City Manager Michael Hall said that back in May, the US Environmental Protection Agency mandated the creation of this Industrial Pretreatment Program. This is a mandated federally program that public works was original going to do in-house but didn’t have the expertise.

Public Works Director Matt Anderson said that it is pretty specialized and there are a lot of steps to this program. They were hoping that it wasn’t going to be as labor-intensive as it is so they needed professionals that just deal with this industrial pretreatment program. The first three steps will be done this fiscal year and then do the remaining in the next fiscal year.

Alderman Bauer asked if Baxter & Woodman is expected to develop the pretreatment program and asked if there is an ongoing maintenance program that will have to be updated that will put Baxter & Woodman in our budget each year.

Public Works Director Matt Anderson said not yet as that is something they will try to determine in-house if they can administer the program going forward. If it’s too specific, they may bring this back but their initial goal is to do it in-house. He added that they did an RFP process to select Baxter & Woodman who was the most highly qualified. There proposal was very detailed and they consistently work with the EPA on developing these programs.

Alderperson Nancy Copple applauded Matt and the staff for proactively searching for help.

Alderman Huseman asked if there are other municipalities that are not required to do this because they do not have the industrial waste water.

Public Works Director Matt Anderson said historically, the rules say if your treatment plant is above five million gallons a day, you are required to implement and monitor your own pretreatment program. For under five million, the EPA handles that. With the expansion, the city is at 4.9 million gallons a day, however, the EPA also has the right to require municipalities to create pretreatment programs if they have enough categorical users. Sycamore has some categorical users, so the EPA is using that as the basis to require the city to create the program.

Alderman Fischer asked if there is anything the city will have to purchase outside of this $107,000.

Public Works Director Matt Anderson said they will be doing some required samplings at specific locations to determine the average flow of the plant, the efficiency of the plant, and specifically, what loadings this industrial users are contributing to. We will try to sample and analyze with the treatment lab or they will contract that out with the normal labs they use for wastewater sampling. There will be some added costs for that by he should have enough in the budget to absorb.

Alderperson Fischer motioned to approve the Consideration for $107,000 to Baxter & Woodman and Alderperson Huseman seconded the motion.

B. Consideration of a Recommendation from the Architectural Review Committee to Award a Façade Grant to Paul Salvatore of Knodles Appliance Service Co. of Sycamore, Illinois.

City Manager Michael Hall said that Paul Salvatore from Knodles requested a grant through the Downtown Façade Grant program. The estimate of the project is over $14,000 making them eligible for the maximum match of $5,000. The Architectural Review Committee voted in favor.

Alderman Stouffer added that it’s a straight enhancement of the windows. They are reinvesting in the town and they will look really nice.

MOTION

Alderperson Fischer motioned to approve the Consideration for $5,000 Façade grant and Alderperson Stouffer seconded the motion.

Mayor Braser called for a roll call vote to approve the motion. Alderpersons Stouffer, Bauer, Copple, Fischer, Huseman, Paulsen, and Sherrod voted aye. Motion carried 7-0.
