City of Sandwich Committee of the Whole Council met July 5.

Here are the minutes provided by the council:

Mayor Latham called the meeting to order at 7:00 PM. Roll call was taken:

Present: Mayor Latham, Clerk Ii, Aldermen Killey, Kreinbrink, Littlebrant, Robinson & Whitecotton

Quorum established

Also Present: Chief Bianchi & EMA Director Ciciora

Absent: Attorney Gottschalk, Aldermen Fritsch & Johnson,

City Treasurer Schwemlein & Building Official Steffens

Mayor Latham:

1. IMRF (IL Municipal Retirement Fund) Resolution: An audit was recently conducted for IMRF. Overall, the City did well but a question was raised how the Flex account is being reported. Only 5 employees participate in the program. Action is required on the determination. The City Attorney will review documentation received from Lena Schmidt, IMRF Senior Compliance Officer.

2. Hall Street Property Update: Investigating a complaint, Mayor Latham spoke with County Zoning Officer, Derek Hiland, who is preparing a compiled report on his recent findings. Property owner, Matt Christiansen, has been contacted and advised that he will need to annex to the City or become compliant with the County’s zoning should he choose not to annex. The affected property is the 5-acre parcel deeded to Matt Christiansen for the Gletty Road cleanup.

3. School Zone Proposal for S. Main Street & Lions Road: After conducting a traffic study by the police department last spring, a school zone for S. Main Street has been proposed lowering the speed limit to 20 mph. Mayor Latham has indicated he would like to see flashing lights atop of the speed zone signage. Also suggested was making the intersection of W. Lions Road and S. Main Street a 3-way stop. Concern was expressed that by doing so, school traffic would be backed up creating congestion due to traffic volume. Cost of signage and optional flashing lights for two signs will cost $2,016.40. Council will review the intersections, including crosswalks, for next week’s meeting.

4. Downtown Parking & Speed Limits: Discussion concentrated on lowering the speed limit in the business district to 20 mph and using signage to mark “work area” around the Street Department buildings located on Railroad Street. Council was requested to review the various suggestions for further discussion next week.

Chief Bianchi thanked the Street Department for sealcoating the parking lots for the new public safety building avoiding the need to outsource the project.

Engineering: The City continues to work with HLR (Hampton, Lenzini & Renwick) regarding the coal chute at Johnson’s Floral.

Aldermen Reports: Alderman Kreinbrink reported that contact was made with Allen Visual regarding the audio / visual proposal. A revised contract will be with forthcoming.

Announcements: Mayor Latham shared thoughts about the good turnout for the annual July 4th parade and the car show sponsored by the fire department. He felt the activities enhanced the business district and the overall community.

Adjournment: There being no further business to come before the Council, motion made by Alderman Robinson and seconded by Alderman Littlebrant to adjourn the Committee-of-the Whole council meeting at 7:29 PM. Motion carried unanimously on voice vote.
