City of Dekalb Foreign Fire Insurance Tax Board met Sept. 9.

Here is the minutes provided by the board:

The Foreign Fire Insurance Tax Board (“FFITB”) conducted a Special Meeting at DeKalb Police Headquarters, located at 700 W. Lincoln Hwy., Second Floor Training Room, DeKalb, Illinois.

ROLL CALL

Chairman Matt Klotz called the meeting to order at 9:03 a.m. and called the roll. Members present at roll call were Trevor Chilton, Matt Holuj, Matt Klotz, Joe Long, Greg Thornton, and Vincent Laudicina. Fire Chief Mike Thomas was not present. 

Other attendees were Finance Director Carrie Dittman; Fire Department Administrative Assistant Jill Voight, acting as recording secretary; and Deputy Fire Chief Bart Gilmore joined the meeting at 9:18 a.m.

APPROVAL OF AGENDA

Joe Long motioned to approve the agenda, Matt Holuj seconded the motion, a voice vote was conducted, and the motion passed unanimously.

PUBLIC PARTICIPATION

None 

APPROVAL OF MINUTES

Matt Holuj moved to approve the Regular Meeting minutes from May 9, 2022, as presented, Thornton seconded the motion, a voice vote was conducted, and the motion passed unanimously.

OLD BUSINESS

Review of completed and pending purchases

· Lockers – decision will be made soon

· Station 2 Patio Table and Chairs – waiting on City Council decision of new station, will probably buy soon.

· Leather Helmets – ordered should arrive mid-October

· Huff & Puff still coming out for repairs

NEW BUSINESS

Approval of Treasurer’s Report for 2nd quarter of 2022

Carrie Dittman mentioned the need for clarification and/or renaming budget line items to make more sense. She also would like more clarification as to the expected budget. It was explained that the check for the following year’s budget usually arrives it October. Matt Klotz and Carrie Dittman to follow up at a later date to discuss budget.

Thornton moved to approve the Treasurer’s Report as presented. Laudicina seconded the motion. A roll call vote was conducted. Aye votes were cast by Trevor Chilton, Matt Holuj, Matt Klotz, Vincent Laudicina, Joe Long, and Greg Thornton. No nay votes were cast. The motion passed.

Discussion and Approval of Items to Purchase 

1. Discussion of Purchases from the 2022 Wish List

Matt Klotz mentioned that the last shopping trip amounting to $700 was not factored into the treasurer’s report.

Vincent Laudicina mentioned 3 more items were ordered from Amazon amounting to less than $100. (Kitchen Supplies)

Greg Thornton moved to approve motion to not make any more purchases off the 2022 wish list. Joe Long seconded the motion. A roll call vote was conducted. Aye votes were cast by Trevor Chilton, Matt Holuj, Vincent Laudicina, Joe Long, Greg Thornton and Matt Klotz. No nay votes were cast. The motion passed.

Discussion of Flagpole Project Station 1 

City Hall needed a flagpole, so the flagpole was given to the city. Public works will buy a new one for the Station 1 project that will mimic the one at Station 2. This will be completed sometime in October.

Discussion of Wish List Items on 2023 List 

Items included on wish list are duffle bags, leather chin straps, leather radio holsters (new members), stream lights (new members), tool for Medic 5 & 6, Milwaukee Chainsaw & Rotary Saw for 2 new engines, Sure clips, monitor, TRT equipment, Terrain master wheel system, Tie in system stokes, 4 in 1 haul system, 14 ton lift kit (7 of each type), Elevator shaft rescue kit, Trench rescue kit, Thermal imagers, Webber Grill (St. 1), Wood pellet grill (St. 1), Row Machines x 3, Squat Bar, Kadillac bar, Tank M1 kit, Bumper plates, Rhino squat belt, Door Chocks, Rogue workout wall mount, guardian angel personal lights, Freestanding Basketball hoops/balls/pumps x 3 (plus sand).

ADJOURNMENT

Seeing no further discussion, Thornton moved to adjourn, Long seconded the motion, a voice vote was conducted, and the motion passed unanimously. The meeting adjourned at 9:49 a.m.
