City of Sandwich City Council met Nov. 21.
Here are the minutes provided by the council:
7:00pm Mayor Latham called the meeting to order.
City Administrator Geoff Penman led the Pledge of Allegiance
Attendance: Mayor Latham, Jim Teckenbrock Deputy City Clerk, Alderman Fritsch, Alderwoman Erickson, Alderwoman Johnson, Alderwoman Killey, Aldermen Littlebrant, Alderman Robinson and Alderman Whitecotton
Absent: City Clerk Ii and Alderman Kreinbrink
Audience Comments: Chris Kristin homeowner at 207 Miller Court came back to Council to report on issue at his property. Home on dead end street and people keep cutting through his property. He called Geoff Penman at City Hall for some assistance with issue. Mr. Penman went to his property to look over issue. Mr. Kristin has a sunken Comed Transformer that has sunken into ground on his property and concerned about issue for people who continue to cut through his property. Mr. Kristin received a notice from City about stakes he has put on property next to his that is next to his property and he was told to remove his stakes. Mayor Latham said the City would continue to see what can be done as Comed has not taken care of issue to this point. Mr. Kristin has put up camera’s to record people cutting through his property in order to show what is going on.
Mayor Latham took control of meeting as this point and presented items on Consent Agenda. He asked if anyone wanted to change any items (s) on report. Alderwoman Johnson asked for item (d) to be removed.
Alder persons voted on removing item (d), Alderwoman Johnson asked for item to be removed and it was seconded by Alderman Littlebrant. Motion carried 6-1.
Mayor Latham asked for motion to approve Consent Agenda, motion made by Alderwoman Johnson, Alderman Littlebrant seconded motion. Motion carried 7-0.
Mayor Latham then asked for a motion on Item (d), motion made by Alderwoman Johnson, motion seconded by Alderman Littlebrant. Motion carried 6-1.
Mayor Latham then started his report by saying he would split his appointments and asked for approval of Amy Campbell to Police Commission. Alderman Robinson made a motion to approve Amy Campbell it is seconded by Alderwoman Erickson. Motion carried 6-1.
Mayor Latham asked for motion to approve Phyllis Wallington for Citizens Advisory Committee. Motion made by Alderwoman Johnson was seconded by Alderwoman Erickson. Motion carried 5-2.
Deputy City Clerk Jim Teckenbrock gave a report on dates off for 2023 that had been done by City Clerk Ii. Mayor Latham asked for reports to be published by City Clerk Ii when she returns from vacation.
Treasurer’s Report by Colanne Schwemlein: Treasurer reported one CD coming due soon that was 0.1 last year. She reported that she could get 3.85% for new CD in coming days. After discussion Mayor Latham asked Council for approval for Treasurer to move forward with renewal at 3.85%. Council agreed.
Mayor Latham asked for report from City Administrator Geoff Penman to give report.
Mr. Penman gave some info on TRI-R Communications and asked for permission to enter into agreement with TRI-R. Council voted 7-0 with motion made by Alderwoman Johnson and seconded by Alderman Littlebrant. Motion carried 7-0

Mayor Latham reported next Finance Committee Meeting will be held on Monday, December 5th, 2022 at 630 PM, followed by Regular Meeting at 7:00 PM. The Committee-of-the-Whole meeting will immediately follow the Regular Meeting on December 5th.
Mayor Latham asked for adjournment, motion made by Alderwoman Johnson and seconded by Alderwoman Killey. Motion carried 7-0.
