DeKalb County Board met Jan. 18.

Here are the minutes provided by the board:

The DeKalb County Board met in regular session at the Legislative Center’s Gathertorium on Wednesday, January 18, 2023, at 7:00 p.m. Chair Willis called the meeting to order, and the Clerk called the roll. Those Members present were Scott Campbell, Mary Cozad, Rukisha Crawford, Patrick Deutsch, Meryl Domina, Laurie Emmer, Vice-Chair John Frieders, Ben Haier, Savannah Ilenikhena, Kathy Lampkins, Maureen Little, Jim Luebke, Stewart Ogilvie, Jerry Osland, Michelle Pickett, Roy Plote, Chris Porterfield, Amber Quitno, Ellingsworth Webb, Tim Bagby, and Chair Suzanne Willis. Members Karen Cribben and Terri Mann-Lamb were absent. There was a quorum established with twenty-one Members present, two absent, and one vacancy.

Campbell led in the reciting of the Pledge of Allegiance.

APPROVAL OF AGENDA

Motion

It was moved by Webb and seconded by Quitno to approve the agenda as presented.

Voice Vote

Chair Willis called for a voice vote on the motion to approve the agenda as presented. All Members present voted yea. Motion carried unanimously.

APPROVAL OF MINUTES

Motion

Cozad moved to approve the minutes of the November 16, 2022 and the December 5, 2022 County Board Meetings. Emmer seconded the motion.

Voice Vote

The Chair asked for a voice vote on the approval of the minutes. All Members voted yea. Motion carried unanimously.

Mann-Lamb arrived. There were now twenty-three Members present, one absent, and one vacancy.

COMMUNICATIONS AND PROCLAMATIONS

Employee Service Awards – December 2022

Chair Willis and the Board recognized and congratulated the following County Employees who celebrated Service Awards in the month of December 2022: Ten Years: John Frieders – County Board, Craig Diefenderfer – Sheriff’s Office, Eugene Capes – Highway Department; Fifteen Years: Adam Christiansen – Court Services.

Employee Service Awards – January 2023

Chair Willis and the Board additionally recognized and congratulated the following County Employees who are celebrating Service Awards in the month of January 2023: Five Years: Colleen Kissane – Facilities Management Office, Patrick McCrea – Forest Preserve District, Taylor Mattis – Rehab & Nursing Center; Fifteen Years: Ashley Carlson – Sheriff’s Office; Twenty Years: Irene Sanchez – Health Department.

PUBLIC COMMENTS

Kelsey Musich, Amanda Meyer, Curt Aigner, and Mike Villalta, all residents of Sycamore Creek Subdivision in Sycamore, expressed their concerns about the safety at the intersection of Plank & Lindgren Roads in the northeast part of the County. All of their public comments as well as their Call to Action can be found in Exhibit A attached to these minutes.

APPOINTMENTS

Motion

It was moved by Campbell and seconded by Mann-Lamb to approve the following appointments: Sheriff’s Merit Commission: Bryan Perry reappointed for a six-year term until November 30, 2028.

Fairdale Light District: Danielle R. West appointed for a three-year term ending April 30, 2026.

The motion carried unanimously by voice vote.

Motion

It was moved by Porterfield and seconded by Plote to approve the following appointment: DeKalb County Public Building Commission: Ellingsworth Webb appointed to fill an unexpired term until September 30, 2024.

The motion was carried with one abstention from Webb.

Motion

Mann-Lamb moved and Osland seconded the approval of the following appointments: Board of Health: Rukisha Crawford appointed for a one-year term ending December 31, 2023. Dr Karen Federici, MD appointed for a three-year term ending December 31, 2025. Mark Mattson appointed to complete a three-year term ending December 31, 2023. Lorraine Daly reappointed for a three-year term ending December 31, 2025. Dr Carlos Dominguez reappointed for a three-year term ending December 31, 2025. Anita Zurbrugg reappointed for a three-year term ending December 31, 2025.

Voice Vote

The motion was carried with one abstention from Crawford.

It was moved by Ilenikhena and seconded by Crawford to approve the following appointment: Community Mental Health Board: Laurie Emmer reappointed for a four-year term beginning January 1, 2023 until December 31, 2027.

Voice Vote

The motion was carried with one abstention from Emmer.

Motion

It was moved by Osland and seconded by Emmer to approve the following appointment: Northwest Water Planning Alliance: Suzanne Willis reappointed for a four-year term ending December 31, 2026.

Voice Vote

The motion carried with one abstention from Chair Willis.

Lampkins moved and Porterfield seconded the approval of the following appointment: Boone, DeKalb, and Ogle Extension Board: Patrick Deutsch appointed for a two-year term ending November 30, 2024.

The motion carried with one abstention from Deutsch.

Motion

Webb moved and Lampkins seconded the approval of the following appointment: Emergency Telephone Systems Board: Roy Plote reappointed for a two-year term ending November 30, 2023. Carl Reina appointed to complete a four-year term ending December 31, 2023.

Voice Vote

The motion carried with one abstention from Plote.

REPORTS FROM STANDING COMMITTEES

COUNTY HIGHWAY COMMITTEE

Resolution R2023-02: Approval of an Intergovernmental Agreement for Engineering Services with the Town of Cortland

Motion

Deutsch moved that the DeKalb County Board hereby authorizes the Chair to execute the appropriate Intergovernmental Agreement with the Town of Cortland, Illinois. Haier seconded the motion as presented.

Voice Vote

Chair Willis called for a voice vote to approve the motion as presented. All Members present voted aye. The motion carried unanimously.

FACILITIES & TECHNOLOGY COMMITTEE

Resolution R2023-03: Approving the Procurement of Life Safety Inspection Services Motion

Webb moved that the DeKalb County Board hereby authorizes the procurement of Life Safety Inspection Services from Johnson Controls, in the amount not to exceed One Hundred Thirty Seven Thousand, Six Hundred Thirty-Nine Dollars and Ninety-Six Cents ($137,639.96) for the five-year term of the contract. Mann-Lamb seconded the motion.

FINANCE & ADMINISTRATION COMMITTEE

Resolution R2023-04: A Resolution Abating the Entire Property Tax Levy for the 2022 Tax Year for the 2017 Jail Expansion Bond Issue

Motion

Campbell moved that the DeKalb County Board hereby approves that the $1,618,606 property tax levy for the 2022 Tax Year (payable in 2023), which was levied for the retirement of the debt of the County of DeKalb, Illinois General Obligation Bonds (Alternate Revenue Source), Series 2017 (i.e. the Jail Expansion Bonds), is hereby abated in its entirety in the amount of $1,618,606, and that a certified copy of this Resolution should be filed with the DeKalb County Clerk within fifteen days. Webb seconded the motion.

The Chair called for a roll call vote on the motion as presented. Resolution R2023-05: A Resolution Abating the Entire Property Tax Levy for the 2022 Tax Year for the 2020 Nursing Home Expansion Bond Issue

Campbell moved that the DeKalb County Board hereby approves that the $679,763 property tax levy for the 2022 Tax Year (payable in 2023), which was levied for the retirement of the debt of the County of DeKalb, Illinois General Obligation Bonds (Alternate Revenue Source), Series 2020 (i.e. the Nursing Home Expansion Bonds), is hereby abated in its entirety in the amount of $679,763, and that a certified copy of this Resolution should be filed with the DeKalb County Clerk within fifteen days. Bagby seconded the motion.

Resolution R2023-06: A Resolution Abating the Entire Property Tax Levy for the 2022 Tax Year for the 2020A Refunding Bond Issue

Campbell moved that the DeKalb County Board hereby approves that the $1,197,000 property tax levy for the 2022 Tax Year (payable in 2023), which was levied for the retirement of the debt of the County of DeKalb, Illinois General Obligation Refunding Bonds, Series 2020A (i.e. the Refunding Bonds), is hereby abated in its entirety in the amount of $1,197,000, and that a certified copy of this Resolution should be filed with the DeKalb County Clerk within fifteen days. Webb seconded the motion.

Resolution R2023-07: A Resolution Abating the Entire Property Tax Levy for the 2022 Tax Year for the Recapture Revenues

Motion

Campbell moved that the DeKalb County Board hereby approves that the $67,610 property tax levy for the 2022 Tax Year (payable in 2023), which was levied under 35ILCS 200/18-233 for “Recapture Revenues”, is hereby abated in its entirety in the amount of $67,610, and that a certified copy of this Resolution should be filed with the DeKalb County Clerk within fifteen days. Mann-Lamb seconded the motion.

The Chair called for a roll call vote on the motion as presented. Resolution R2023-08: A Resolution Providing for the Defeasance of County Bonds and Authorizing an Escrow Deposit Agreement

Campbell moved that the DeKalb County Board hereby authorizes the County Board Chair to execute documents related to an Escrow Deposit Agreement with Speer Financial. Emmer seconded the motion as presented.

Resolution R2023-09: A Resolution Awarding a Contract for Financial Auditing Services

Motion

Campbell moved that the DeKalb County Board hereby authorizes the award of Financial Auditing Services to Baker Tilly for the FY2022 Audit, in the amount not to exceed One Hundred Thirty-Seven Thousand Five Hundred Dollars ($137,500), with the option to add additional Auditing Services for FY2023 through FY2026. Frieders seconded the motion.

The Chair called for a roll call vote on the motion. Resolution R2023-10: A Resolution Approving the Procurement of Freedom of Information Act Platform Software

Campbell moved that the DeKalb County Board hereby authorizes the procurement of Freedom of Information Act Platform Software from Granicus, LLC, in the following amounts:

Resolution R2023-11: A Resolution Authorizing the Extension of Staff Retention Programs for Employees During the Transition of DeKalb County Rehab and Nursing Center

Campbell moved that the DeKalb County Board hereby authorizes the County Administrator the authority to extend the staff retention programs in accordance with Resolution R2022-192 and Resolution R2022-226 through the date of sale. Crawford seconded the motion.

Campbell moved that the DeKalb County Board hereby approves the attached Exhibit “A”, which includes FY2022 budget amendments. These amendments address the sale of the DCRNC occurring after January 1, 2023. Plote seconded the motion as presented.

Resolution R2023-13: A Resolution Approving Amendments to the FY2023 Budget

Campbell moved that the DeKalb County Board hereby approves the attached Exhibit “A”, which includes FY2023 budget amendments. These amendments address the sale of the DCRNC occurring after January 1, 2023 and create a three-month budget for the DCRNC proprietary fund.

Motion

Campbell moved to approve the payment of claims for last month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $6,544,519.11. Frieders seconded the motion.

Campbell moved to approve the payment of claims for this month, and the off-cycle claims paid during the previous month, including all claims for travel, meals, and lodging, in the amount of $7,837,055.50. Cozad seconded the motion.

Campbell moved to accept and place on file the following Reports of County Officials:

5. Sheriff’s Jail Report – November & December 2022

Luebke seconded the motion.

The Chair requested a voice vote to accept the Reports of County Officials as presented. All Members present voted yea. The motion carried unanimously.

EXECUTIVE COMMITTEE

Resolution R2023-14: A Resolution Approving the Participation in the Service Program of the Office of the State’s Attorney’s Appellate Prosecutor

Motion

Frieders moved that the DeKalb County Board hereby supports the continued participation in the service program of the Office of the State’s Attorneys Appellate Prosecutor, commencing December 1, 2022 and ending November 30, 2023 in the amount of $27,000.00. Mann-Lamb seconded the motion as presented.

The Chair called for a roll call vote on the motion. Resolution R2023-15: A Resolution Selecting the DeKalb County Convention and Visitors Bureau as DeKalb County's Agency of Record for Tourism Promotions for the Illinois Office of Tourism FY2023

Motion

Vice-Chair Frieders moved that the DeKalb County Board hereby approves that the DeKalb County Convention and Visitor's Bureau is selected as DeKalb County's Agency of Record for Tourism Promotions for the Illinois Office of Tourism for the 2023 Fiscal Year (January 1,2023 to December 31,2023). Ogilvie seconded the motion.

Voice Vote

A voice vote was taken on the motion as presented. All Members present voted aye. The motion carried unanimously.

Resolution R2023-16: A Resolution Supporting Local Control of Zoning and Land Use Affairs for DeKalb County and Opposing HB 4412

Motion

Vice-Chair Frieders moved that the DeKalb County Board hereby approve a Resolution supporting local control of zoning and land use affairs for DeKalb County and further oppose HB 4412. Webb seconded the motion.

Voice Vote

A voice vote was taken on the motion as presented. All Members present voted aye. The motion carried unanimously.

OLD BUSINESS / NEW BUSINESS

In regards to several public comments that were made earlier in the meeting. Board Members asked County Engineer Nathan Schwartz to provide an update on the Plank Road Safety Study. It was also acknowledged that further discussions regarding the Plank and Lindgren Road intersection would be had at the next Highway Committee Meeting.

Motion

Ms. Cozad moved to adjourn the meeting at 7:51 p.m. Luebke seconded the motion.

The motion to adjourn the meeting carried unanimously.
