Village of Hinckley Board of Trustees met Feb. 13.

Here are the minutes provided by the board:

CALL BOARD MEETING TO ORDER: Meeting was called to order by President Pro Tem Rainford at 7:08 PM. Roll call was taken showing the following:

Present: Steve Gayhart, Russell Kula, Sarah Quirk, Walter Rainford and Mike Constant. Quorum Established.

Absent: Michele Greene-Larsen.

Also Present: Village Clerk Elizabeth Losiniecki, Deputy Clerk Kathy Michaels, Police Chief Ken Gettemy, Ceneca Wagner, Brandon Kramer, Attorney Tait Lundgren, and Members of the Public.

PUBLIC COMMENT on Agenda Items Scheduled for Action Only

None.

GENERAL BUSINESS

• Agenda item for discussion/approval: January 23, 2023, Regular Board Meeting Minutes Trustee Constant moved to approve the minutes from January 23, 2023, and Trustee Kula seconded the motion. Roll call vote: Quirk-Aye, Gayhart-Aye, Kula-Aye, Rainford-Aye, and Constant-Aye. Motion carried.

• Agenda item for discussion/approval: Payment of Invoices Due

Trustee Kula questioned the Core and Main invoice regarding fire hydrants. Ceneca stated when we were ordering the hydrants it was a backorder of 6 to 9 months.

Trustee Kula moved to approve the invoices as presented and Trustee Constant seconded the motion. Roll call vote: Gayhart-Aye, Kula-Aye, Rainford-Aye, and Constant-Aye, Quirk-Aye. Motion carried.

PRESIDENT’S REPORT

President Pro Tem Rainford read a Proclamation for National Engineers Week.

ATTORNEY’S REPORT

No Report.

CLERK’S REPORT

• Agenda item for discussion/approval: DeKalb County GIS annual fee $750.00 Village Clerk Losiniecki stated this is the first year that DeKalb County is charging an annual fee. This covers hard copy maps and 1-2 registered users for web maps.

Finance and Economic Development

• Agenda item for discussion/approval: 2023 Regional Planning Commission Dues $500.00 Trustee Constant moved to approve the 2023 Regional Planning Commission Dues $500.00 and Trustee Quirk seconded the motion. Roll call vote: Kula-Aye, Rainford-Aye, Constant-Aye, Quirk-Aye and Gayhart-Aye. Motion carried.

• Agenda item for discussion/approval: Annexation Ordinance 2023-01

Trustee Constant moved to approve the Annexation Ordinance 2023-01 and Trustee Gayhart seconded the motion. Roll call vote: Rainford-Aye, Constant-Aye, Quirk-Aye, Gayhart-Aye, and Kula Aye. Motion carried.

• Agenda item for discussion/approval: Mobile Food Vendor License Fee

A short discussion regarding having a Mobile Food Vendor License Fee. Trustee Constant stated that we should have a nominal fee for anyone that applies. Attorney Lundgren stated he would suggest amending the ordinance to “fee set by board” that way if you increase the fee you don’t have to change the ordinance. Trustee Constant also stated that he would suggest waiving the fee for any 501 organizations. The board agreed to discuss the amount to be charged at the next Regular Board Meeting on February 27, 2023.

• Agenda item for discussion/approval: Solar Power Purchase Agreement

Trustee Constant moved to approve the Solar Power Purchase Agreement and Trustee Quirk seconded the motion. Roll call vote: Constant-Aye, Quirk-Aye, Gayhart-Aye, Kula-Aye, and Rainford Aye. Motion carried.

Public Safety

Employee Recognition

Chief Gettemy recognized Public Works Supervisor Ceneca Wagner with a certificate and $100.00 gift card for going above and beyond for the Police Department. Ceneca saved the village a lot of money fixing the Police Truck. He also put lighting on the east side of the police station above the garage doors to make it brighter and safer for the officers coming in and out of the building.

Chief Gettemy also stated he may have the Crown Vic sold for $1000.00.

PUBLIC COMMENT

A resident from Plano spoke of her dislike of the Drag Shows that have been happening in local towns and hopes our Village will change the ordinance to not allow Drag Shows. Another resident from Plano who works in Hinckley also voiced her opinion that those shows should not happen in town.

OPEN DISCUSSION

Trustee Kula reminded the board of Steve Gorsky’s visit from the Hinckley Fire Protection District back in October. They had serious concerns/issues regarding their equipment. They were looking for a donation from the COVID money that the Village received. Trustee Constant reminded Trustee Kula that we are two separate entities. Trustee Constant stated the Fire District has not contacted us since that meeting. Village Clerk Losiniecki stated that there is half of the First Responder COVID money left in the account. We will have to speak with Treasurer Maroo when he returns. Village Clerk Losiniecki stated she would speak to Steve Gorsky prior to the next meeting and either update the board or invite him back to one of our board meetings to discuss the HFPD issues. Trustee Gayhart did state that the Hinckley Fire Protection District did purchase the Jaws of Life.

ADJOURMENT

Trustee Quirk moved to adjourn the meeting at 7:41 pm and Trustee Constant seconded the motion. Voice vote: All in favor. Motion carried. The next Regular Board Meeting will be held on February 27, 2023.
